Such a fits: was issued for a computer aided system offers the following bene- 1. Allows automatic dispatching of emergency units based upon a pre-conceived plan which is developed by the Police and Fire Management. 2. Improves dispatching time during heavy traffic from an average of 1 1/2 minutes in a manual system to approximately 12 seconds Idth the CIIJ) System. 3. Allows police officers in the field to make in- quiries without going through Dispatch if the City installs mobile digital terminals in the vehicles. 4. Allows full integration of 911 with the dispatching activity. 5. Keeps track of U,e status of emergency vehicles in the field and can automatically dispatch emergency vehicles. Proposals were received from 4 companies. The proposal were review by an evaluation committee consisting of 3 technical experte, including the City's Data Systems ~lanager, the Deputy Director for Information Services for the County of Riverside ,mu the SysteI!lS Analyst from the City of Riverside Police Del'artIl1ent and the Police and Fire Chiefs. As part of the selection process, the City reduced the number of proposals to be reviewed to CO~lmand Data Systems and PRC. A draft of a contn).ct I',as l'repared and submitt.ed to both companies for their con~ents. Meetings were held with repre- sentatives of both companies to review their reaction to the draft contract. In addition, contacts were made with cities using both systems in order to obtain information on the degree of satisfaction with their installations. After review of all the available data, it is recommended that PRC he selected to provide a computer aided dispatch ['ystem for the City. PRe was selected for the following 1 (~('jHons = :i. PRC has police and fire experience in both large and small cities, counties and states including the California Highway Patrol, City of Concordr Long Beach, County of L.A. Sheriff's Department, City of L.A., San Francisco FIre Departmen1:, Phoenix Fire Department, City of Riversider Sacramentor Costa Mesa and, recently, the County of San Bernardino awarded PRC a contract for a CAD system for the Sheriff, Fire Department and a message switcher. 4. PRC has Dlore fire experience. 5. PRC references were elwellent. References indi- cated they were very responsive to user system mod if icati ons. 6. PRC's software base for computer aided dispatch systems reflects over 20 years of software develop- ment in the public safety field. 7. PRC was more flexible in meeting the City's con- tract terms. The cost of the system is estimated at $S49r298 including $367,327 for hardware and $181,971 for software. This price may be reduced as a result of final negotiations with the company. Fro-rated annual operating expenses for this fiscal year of the system are estimated at $9,000 including provi- sion for 1 additional position. Full year operating expenses are estimated at $16,000. It is proposed that the equipment be financed through issu- ance of certificates of participation which are now being structured to provide for acquisition of the City telephone system and the construction of the Tri City Fire Station.
