Synopsis of Previous Council action:
Previous Planning Commission action:
At the meeting of the Planning Commission on November 19, 1985,
the following recommendation was made:
The application for Change of Zone No. 85-21 was unanimously
recommended for approval.
The Negative Declaration for environmental review was also
recommended for approval.
Recommen<:led motion:
To approve the responses to comments and to adopt the Negative
Declaration for environmental review which has been reviewed and
considered.
To approve, modify or reject the findings and the recommendation
of the Planning Commission and to direct the City Attorney to
prepare the necessary amendments to the zoning Ordinance.

2. The City of San Bernardino Cenl'L11 I'Jan J('si;',nates the site as "General
Industrial"; (The current trend within tile area is toward General Commercial.)
Surrounding zoning consists of M.-2 to the not-th, east and west and C-H to
the south. The surrounding property is als() designated [or General lndustrial
uses on the general plan.
J. The subject site is currently v,ocanL. Surrounding land uses include:
vacant property to the north ant! past, an industrial/commercial building
to the west. Commercial uses are evident to the south of the property in
question.

proposed zone change sbould not create a significant effect on the environ-

1. The subject site is of adequate size and shape to accomodate a use permitted
in the C-M zone.
2. The zoning as proposed should not have an adverse effect on the property
values for the surrounding area.
J. The proposed zoning of C-I1, Commercial-l1anufacturing is in conformity with
the San Bernardino General Plan designation of "General Industrial",
4. Surrounding zoning includes 11-2, Ceneral Industrial and C-M, Commercial
Manufacturing.
5. At the Environmental Review Committee meeting held on October 31, 1985 a
a Negative Declaration was proposed for Zone Change No. 85-21.
RECOMMENlJAT iON

Based upon observations above and findings of fact, staff recommends adoption
of tile Negative lJeclaration and approval of Zone Change No. 85-21 from M-2
to C-M on the subject property.
