Synopsis of Previous Council action:
Previous Planning Commission action:
At the meeting of the Planning Commission on November 19, 1985,
the following recommendation was made:
The application for Change of Zone No. 85-20 was unanimously
recommended for approval.
The Negative Declaration for environmental review was also
recommended for approval.
Recommen<:led motion:
To approve the responses to comments and to adopt the Negative
Declaration for environmental review which has been reviewed and
considered.
To approve, modify or reject the findings and the recommendation
of the Planning Commission and to direct the City Attorney to
prepare the necessary amendments to the Zoning Ordinance.

1. The appl icant is proposing to change lilt' zoning on approximately 76 acres
located 823 feet northerly of Little Lea I; ut' Road baving 3,655 feet frontaL;e
on Frontage Road. The present zoning is MHP, Nobile Home Park. It is re-
quested that t;le zoning be cllangc to I)Rll-7, l)lanned Residential Development
at 7 llnits per acrc.
2. The 20 acres southeasterly of the sllbjl~ct site was previously approved for
a zone change [rom I-HiP to PRD-7 through Change of Zone No. 84-14 and was
approved by the Mayor and Common Council on February 4, 1985.
J. Tile ollly means of access for till' projl'ct sltL' at this time is Frontage
l{oad from Little League Kond. The silL' is located within the high fire
hazard area and requires a secondary means of access. Any subsequest plans
[llr development will require Frtlntage Road to be increased in lengtil and
deJicatL'u to provide the secondary access out to Cable Canyon Road. The
<Jpplicant has stated such plans for the Frontage Road Alignment in meetings
with slaff and is aware of this dl'velnpmeI1t ~;tilndard.
4. Tile existing State College Area Plan designates the subject site for
f{esidenlial 7 units/acre. The proposL'J VL'rdemont Area Plan designation
(If PRD-7 is in conformance with the existing and proposed general plan
designation.
