Synopsis of Previous Council action:
Council has previously taken action to approve each of the attached General
Plan Amendments. The attached resolutions would formalize those approvals.
Recommended motion:
That the Mayor and Council approve the attached resolutions requested by
the City Attorney's Office in order to formally adopt the eleven respective
General Plan Amendments.

RESOLUTION OF THE CITY OF SAN BERNARDINO APPROVING THE NEGATIVE
DECLARATION AS TO ENVIRONMENTAL IMPACT AND ADOPTING AMENDMENT NO. 82-4 TO
THE GENERAL PLAN OF THE CITY OF SAN BERNARDINO (GENERAL PLAN HOUSING
ELEMENT) .

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO AS FOLLOWS:
SECT! ON 1.
Recita 1 s.
(a) The General Plan Housing Element for the City of San Bernardino
was adopted by the Mayor and Common Council October 5, 1981.
(b) Amendment No. 82-4 to the General Plan of the City of San
.
Bernardino was approved by the Planning Commission of the City of San
Bernardino on May 18, 1982, after a legally advertised public hearing.
(c) A negative declaration i'ssued by the Environmental Review
Committee of the City, complete within an initial study relating to Amendment
No. 82-4 and all comments relative thereto have been reviewed and approved
by the Planning Commission and the Mayor and Common Council in compliance
with the California Environmental Quality Act and local regulations.
(d) The Mayor and Common Council reivewed and considered proposed
Amendment No. 82-4 on June 7, 1982.
(e) The adoptiop of Amendment No. 82-4 is deemed in the interest of
the orderly development of the City and is consistent with the goals and
objectives of the existing General Plan.
SECT! ON 2.
Neqative Declaration.
The Mayor and Common
Council hereby find and declare that the proposed amendment to the General
Plan of the City of San Bernardino will have no significant effect on the
environment, and the negative declaration heretofore adopted by the
Environmental Review Committee as to the effect of this proposed amendment
is hereby ratified, affirmed and adopted.

The Housing Element of the General Plan
Amendment.
of the City of San Bernardino is amended by making appropriate changes to
pages 19 and 32 and adding new pages 85 and 86 as shown on the staff report
entitled Exhibit "A", a copy of which is attached hereto and incorporated
herein by reference. This amendment is designated as General Plan Amendment
No. 82-4.
SECTION 4.
Map Notation.
This resolution and the amendment
effected by it shall be noted on such appropriate maps as have been adopted
and approved by the Mayor and Common Council.

On October 5, 1981, the Mayor and Common Council adopted the new Housing
Element to the City's General Plan (General Plan Amendment No. 44). That
,document was sent to the State Department of Housing and Community
,Development (HCD) for review and certification as to compliance with
Section 65302(c) of the Government Code.
A letter received from HCD on April 6, 1982, states, in part:
"To_summarize our findings, the City's housing element is an
excellent document which, with some minor clarifications and
additions, will, in our opinion, comply with State housing
element law. Specifically, the City needs to amend the
housing element to 1) include an estimate of affordability
need; 2) examine, and if needed, adjust the new construction
estimate contained in the element; and 3) quantify, where
possible, rehabilitation program objectives."
In order to effectuate these minor revisions, the City must initiate and
adopt the current General Plan Amendment (No. 82-4) by June 29, 1982.
Staff would, therefore, recommend that the following changes be made to
the City's Housing Element.
I.' Page 19: Paragraph Number 3 should read:
Assuming an approximately equivalent distribution in 1955, nearly
60 percent of the new homes should be affordable to lower income
households, and 20 percent should be affordable to middle income

needs of lower income households as identified in the City's most
recent Housing Assistance Plan. This table indicates that the
City has 9,550 households with unmet affordability needs, of which
2,788 (or 29%) are elderly or handicapped, 5,128 (or 54%) are small
families (4 or less persons) and 1,634 (or 17%) are large families
(5 or morerpersons).

2. For this item, the State has asked the City to examine, and if needed,
adjust the construction estimates found on page 19, paragraph number 1,
and on Table 4 found on page 79. Staff has reviewed these figures with
the. City's housing consultant and found them to be in order. Therefore,
no adjustments are necessary.

3. Page 32: Paragraph number 2 should read:
The City's current Housing Assistance Plan shows a 3-year goal to
rehabilitate 400 owner occupied and 100 rental units over the 1919
enreHgn-1981 mid-1979 through mid-1982. three-year period. Table 9
itemizes the City's rehabilitation program objectives by type of
" 0#
assistance and number of lower income households to be assisted.
Betwee~ 1980 and 1985, the City's objective is to rehabilitate 650
owner occupied and 170 rental units.
(Table 9 will be included as the new page 86.)
The proposed revisions listed above should adequately meet the requirments
for compliance with the State Housing Element Guidelines. The Commission
should recommend to the Mayor and Common Council that General Plan Amend- \
ment No. 82-4 be adopted. \
