Synopsis of Previous Council action:
The Police Department currently operates a Community Service Office out of a City owned
mobile home trailer at 202I E. Highland Avenue. The space is leased from Arnold-
Pacific Properties at $40 per month for 800 sq. feet. Council approved a new lease
on 10-7-85 with a 30-day termination clause based on a requirement by Arnold-Pacific
that the space be vacated in the near future due to the sale of the property and
construction.
Stater Bros. Plaza, Highland & Palm, has invited the City to re'locate on their property
for as long as the City may wish to remain.
Recommen<.led motion:
That approval be given to terminate the current lease with Arnold-Pacific Properties.
That approval be given to relocate the Police Community Service Office from Highland
and Sterling at a moving cost of $3,000.
That approval be given to move the City owned trailer to a new site at the Stater
Bros. Plaza, at Highland & Palm Avenue and that a ne~ lease be established with Stater
Bros. for the new site; and that the new lease with Stater 3ros. contain the same fees,
terms and conditions as currently stated in the lease with Arnold-Pacific.

STAFF REPORT
The Police Department, Community Service Office at Highland & Sterling, operates
from a City owned mobile trailer placed on site of 800 sq. feet leased at $40 per
month from Arnold-Pacific Properties of Tustin, California.
Arnold-Pacific recently acquired the property and upon negotiating a new lease for
the trailer, they informed us that we would be required to move from the site in the
near future due to construction for the site.
On 10-9-85, we were contacted by David Moore, Property Manager for Stater Bros.
Markets with a proposal to relocate the trailer at the Stater Bros. Plaza at Highland
and Sterling Avenue under the same fees and conditions currently in force under lease
agreement with the Arnold-Pacific Company for as long as we may wish to remain.
Public Buildings estimates the move of the trailer and new hook-ups for utilities
including sewer, could be, accomplished at approximate cost of $3,000.
The new proposed site would be readied for hook-ups prior to moving the trailer with
little or not interuption of operation for the office.

I have been contacted by tlr. Walter Ford, Di rector of Real Estate for
Stater Bros. tlarkets, who has invited us to relocate our Police Community
Service Office trailer from its present location to the Stater Bros. Plaza
at Highland Avenue and Palm Avenue.
On Wednesday. 10-9-85, I met with Mr. Davi d tloore, Property Manager for
Stater Bros. at the Highland and Palm Avenue site. Mr. Moore assured me
that Staters would like to have us locate as soon as possible for as long
a term as we desi reo He related that all of the current tenants in the
shopping center had been surveyed and are in concurrence.
Mr. Moore showed me the site, which is located at the east curb line of
Palm Avenue, 100 yards south of Highland. The parking lot is paved and is
closely adjacent to all utility hook-ups including sewer. The site is
unrestricted from view on both Highland Avenue and Palm Avenue. Staters
will accept the same lease conditions that we currently have at Highland
and Sterling Avenue.
Mr. Moore has offered 800 sq. feet of space at five (5) cents per sq. foot
($40 per month), which is to be applied to maintenance for the parking lot
clean-up and landscape upkeep that is currently in place.
On Thursday, 1D-10-85, I met with Mr. Bert Murphy of Public Buildings, who
looked over both current and proposed sites and he estimates an
approximate total movi ng cost at $3,000 i ncl udi ng all new hook-ups and
removal of the septic tank at the current site.
I recommend that the City seriously consider this move and if approved,
the appropriate City Departments would make all necessary improvements at
the new,site prior to moving the trailer.
All of the hook-ups would be prepared ahead of time to receive the unit;
and the current site could then be returned to its original condition
which is part of our lease agreement.
Since we will have to move or close down in the near future anyway, I
would recommend that we begin as soon as possible.
