CI1..I OF SAN BERNARDCo - REQUOT FOR COUNCIL AC'~..JON STAFF REPORT An amount of $140,000 has been allocated from California's Federal Highway Bridge Replacement and Rehabilitation Program, for Fiscal Year 1985-86, to finance 80% of the total estimated project cost of $175,000. The remaining 20% will have to be provided from Local Agency Funds. The existing Valley Street Bridge is posted with load limits, which restricts its use by commerical firms in the area. City refuse vehicles are prOhibited by the Director of Public Services from crossing this structure, which increases their mileage driven and time for collection. Also, the structure requires a high level of maintenance. If the City desires to proceed with this project. confirmation in writing will need to be submitted to Caltrans that the requirements for qualification under this program will be complied with. Also. notice will need to be given to Caltrans if a consultant will be used to prepare the plans and specifications. We do not feel the use of a consultant is justified, due to the size and complexity of this bridge, and plan to have these items prepared by City Forces. In order to qualify for these funds, the plans, specifications and estimate must be approved by Caltrans' Office of Structures within one year from the date of the notification letter from Caltrans that the funding has been approved by the Federal Highway Administration. In addition, an FNM-76, Obligating construction funds, must be in the hands of the Federal Highway Administration no later than 6-1-86. We recommend that confirmation be given that the City will comply with the requirements for receiving this funding. It should be recognized that furniShing this confirmation will serve to commit the City to allocate $35,000 in the 1986-87 Street Construction Fund Budget. A better bid price could be obtained if the Valley Street Bridge could be included in the same contract as the Oak Street Bridge. In order to accomplish this arrangement, the $10,000 for preliminary engineering will need to be allocated in the 1985-86 fiscal year. -2- 75-0264
