This item has been continued as a result of proposed General
Plan Amendment No. 85-2 which has been completed and has been
referred back to the Planning Commission for reanalysis and
recommendation to the Mayor and Council.
In light, of the fact that the General Plan Amendment does not
advocate the rezoning of the subject property to multiple
family residential use or a classification consistent with
that requested in Change of Zone No. 84-17, staff would
recommend that this item be denied.

1. The applicant is requesting to change the zone of a site encompassing
approximately 1.3 acres located on the north side of Foothill Boulevard,
approximately 225 feet east of Dallas Street.
2. The site in question is currently zoned R-I-72DO, Single-Family Residential
on the northern porti on of the si te and C-3A, Limi ted General Commerci al on
the southern tail. The applicant is requesting that the entire site be
rezoned to R-3-200D, Multiple-Family Residential.
3. The City of San Bernardino General Plan designates the northern portion of
the site as Residential, Medium High Density at 15 to 36 units to the acre
and the southern extension as General Commercial. The request to change
the zone of the southern portion of the site to R-3-2000 would not be in
conformance with the General Commercial designation. Therefore, staff
recommends that the southern portion of the lot be rezoned to T, Transi-
tional. Staff has prepared an exhibit labeled Exhibit 'A' to demonstrate
their recommendation. The Transitional zoning would be in conformance
with the General Plan designation of General Commercial and does not
interfere with the applicant's development plans for the site.
4. The applicant has indicated that he intends to develop the site as an
apartment complex, however, the southern extenstion is planned to be a
driveway to provide access to the units planned for the northern section,
subject to approval of the requested change of zone.
5. A transitional zoning designation on the southern portion of the parcel
would permit that portion of the site to be developed as residential or as
parking for the adjacent commerical use.
6. A f.eld inspection conducted July 13, 1984 revealed that the site is vacant,
with a single-family residence on property zoned C-3A and vacant R-I-7200
to the west, a commerci al IJse on C-3A and vacant R-1-7200 to the east,
single-family residences on R-I-7200 zoned property to the north (fronting
on Spruce Street) and a Mobile Home Park to the south (across Foothill
BOIJ 1 evard) .
7. The proposed R-3-2000, Multiple-Family Residential zoning on the north
portion of the lot shuuld be compatible with the area because access to
the site will be provided via Foothill Boulevard and will be located to
the rear of the existing single-family residences located to the north.
Currently, the maximum height in an R-3 zone is one story ~thin 75 feet
of d single-family residential zone. Therefore, the ultimate development
would he restricted in height with the adjacent R-l zone to the north.
Additionally the vacant R-I-7200, single-family residential property east
and west between Dallas and Macy Streets wi 11 ultimately develop toward
multiple-fami ly residential land uses as indicated by the General Plan
designation of Residential at 15 to 36 units to the acre.

It is very unlikely that the northern portion of the lots surrounding the
subject site will ever be used for single-family development because
the C-3A zoned property to the south and the existing single-family resi-
dences to the north create a land-locked situation for the vacant R-1-7200
property between them. Additionally, the long and narrow Shape of the
lots is better suited to accomodate multiple-family development.
8. Staff recommends that the Planning Commission review the feasibility of a
City initiated General Plan Amendment to Residential, Medium Density for
the area i ndi cated as Exhi bi t 'B'. That area is bounded by si ngle-fami ly
residences fronting on Spruce Street to the north, Foothill Boulevard to
the south, Macy Street to the east and Dall as Street to the west.
Currently, the existing commercial development on the north side of
Foothill Boulevard is marginal, with very little potential for future com-
mercial development.
RECOMMENDA TI ON:
Based upon the observations contained herein, it is staff's contention that the
northern s~ction of the lot currently zoned R-1-7200 be rezoned to R-3-2000,
Multiple-Family Residential and the southern portion of the lot currently zoned
as C-3A and requested to be rezoned to R-3-2000, be changed to a request to
rezone said portion to T, Transitional in accordance with Exhibit 'A'. Staff
also recommends that the Planning Commission determine the feasibility of a City
initiated General Plan Amendment to Residential-Medium Density of the entire
block (See exhibit 'B').
