After lengthy discussion, it was decided that the matter should be referred to the Personnel Conunittee for further study and that the Personnel Conunittee should report back to the Council as soon as possible. The Personnel Committee then agreed to meet on October 28, 1985, and the Council made a motion for referral and continuance. When the Mayor first stated the motion, she said that the insurance item would come back to the Council at the first of November. The Mayor then stated that the motion was to continue this item to November 4, 1985. Jack Strickler repeated the motion: "November 4, 1985", and Ralph Hernandez said: "So move", The motion carried. When the Personnel Committee met on October 28, 1985, it was agreed that the insurance~tem would be heard on Friday, November 1, 1985. EMPLOYEE'S HEALTH PLAN ADMINISTRATION AND INSURANCE SERVICES - After extensive'"briefings by representatives of Blue Cross, John Hancock and Mr. Mike Baker (consultant to the City) and question and answer sessions to include the City Employees Insurance Committee, the Personnel Committee recommends approval of an agreement with John Hancock Mutual Life Insurance Company to provide administrative services and stop loss insurance to the City's Health Program for city employees. 2. 's, has worked with the City's Insurance Committee, comprised of representatives of all bargaining units, to improve the self-insured health benefits program offered to City em- ployees. After many months of analysis and discussion, the City's consultant, Mike Baker of the Wyatt Company, designed a plan acceptable to the bargaining units and our office. This plan was then putout to bid, bids were reviewed, presentations were made by the top bidders, and a decision. made. The decision was to recommend that the John Hancock Company replace Blue Cross as the provider of Insurance and Administrative Services for the City self-insured health plan. This matter came before Council during its meeting of October 21, 1985, at which point Council referred the matter to the Personnel Committee. The Personnel Committee met on October 28, 1985, and its minutes reflect its. re- commendation that the John Hancock Company replace Blue Cross. G Over the past six (6) months, the City's Insurance Committee, comprised of representatives from/all the employee bargaining units and the City, have been. meeting to recommend improvements and cost-effectiveness of our health benefit program. The City's Health Program Consultant, Mike Baker from the Wyatt Company was asked to develop a Program to correct the perceived problems. This was done and presented to Blue Cross, our present carrier, who did not accept the program as presented. The~efore, the plan was put out to bid, proposals reviewed and. analyzed, and the presentations made by the most competitive bidders. After this lengthy process, the Committee unanimously agreed to recommend the plan as presented by the Wyatt Company and administered by the John Hancock Insurance Company.
