The bid received on 9-3-85, in the amount of $88,604.00 rejected, and authorization granted to re-advertise for bids. Supplemental funding in the amount of $15,000 approved to finance cost of extending widening on Arrowhead Avenue to include Post Office frontage. 9-23-85 Recommended motion: 1. Adopt resolution. 2. The low bid of $79,105.42 ;s 15.2% over the Engineer's Estimate of $68,686. Listed below is an estimate of the total project cost, based upon the actual low bid price: Construction Contract - 1. Corner "0" Street & 11th Street 5. 1348 North Sierra Way $ 19,638.38 24,042.00 16,593.04 13,625.00' 5,207.00 $ 79,105.42 7,300.00 $ 86,405.42 12,994.58 $ 99,400.00 Total Contract Engineering & Inspection (W.O. #1581) Sub- Tota 1 Contingencies (15%)~ TOTAL ESTIMATED PROJECT COST An amount of $56,424.00 was originally allocated in the Street Con- struction Fund, under Account No. 242-362-57357. The supplemental fund in the amount of $15,000, approved on 9-23-85, increased the total available funds to $71,424. An analysis of the low bid revealed that the unit prices for aggre- gate base were excessive. We have discussed with the low bidder deleting the aggregate base and increasing the thickness of asphalt concrete. This action will reduce the amount of excavation required. Change Order No.1 was, there- fore, negotiated to reduce the contract price to $71,995.88 We feel this is the best bid price that we can reasonably expect to receive, and recommend that a contract be awarded for the low bid price, subject to the necessary supplemental funds being provided. The transfer, of the supplemental funds in the amount of $15,000, will be suffi- cient to cover the contract costs, engineering costs, and $7,128 for contingencies. URGENCY CLAUSE The work on Arrowhead Avenue, adjacent to the post office will need to be completed prior to Thanksgiving, or deferred until after the first of the year. Also, a catch basin will be constructed at Mt. -View Avenue and 5th Street that will collect sorm waters that are now draining into tne County Superblock. ......... ~ ........ '-" 1 RESOLUTION NO. 2 RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A CONTRACT AND APPROVING CONTRACT CHANGE ORDER NO ONE, TO REDLANDS PAVING, 3 FOR STREET IMPROVEMENTS ON PORTIONS OF FIVE STREETS. 4 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF 5 SAN BERNARDINO AS FOLLOWS: 6 SECTION 1. Redlands Paving is the lowest responsible bidder 7 for construction of a public project, to-wit: construction of 8 street improvements on portions of five streets, in accordance 9 with Plan Nos. 6120, 6586, 6648, 6749 and 6759, for the total 10 amount.of $79,105.42, reduced by Change Order No. One redefining 11 part of the work to $71,995.80. A contract is awarded to said 12 bidder accordingly for Schedules I, II, III, IV and V and Contract 13 Change Order No. One, approved for a net reduction in the contract 14 price of $7,109.54, from $79,105.42 to $71,995.88, but such award 15 shall be effective only upon the contract being fully executed by 16 the parties; all other bids therefor are hereby rejected; and the 17 Mayor is hereby authorized and directed to execute said contract 18 on behalf of the City; a copy of the contract is attached hereto, 19 marked Exhibit "A" and incorporated herein by ref~rence as fully 20 as though se t forth at leng th. :<> 21 SECTION 2.
