Synopsis of Previous Commission/Council action:
-On May 23, 24, 28, 30 and 31, 1985, the Mayor and Common Council considered and approved
certain FY 85/86 CDBG Public Service Projects and authorized Agency staff to develop
appropriate agreements with the respective Community non-profit agencies.
-On July 15, 1985, the Mayor and Common Council adopted and approved the resolution and
agreements for the following non-profit agencies: San Bernardino West Side Communtiy
Development Corporation($50,OOO), Assistance League/Children's Dental Health Services ($15,305),
and Casa Ramona, Inc., ($25,000).
-On July 22, 1985, the Mayor and Common Council adopted and approved the Resolution and
agreements for the following non-profit agencies: Rolling Start, Inc., (Lifeline-$30,600),
Rolling Start, Inc., (Deaf Services-$7,986), and Mental Health Association, ($15,000).

During the fiscal year 1985/l986 Community Development Block Grant public
hearings the Mayor and Common Council considered public services proposals for
funding for the fiscal year 1985/1986. At the conclusion of the public
hearings, the Mayor and Common Council took action to fund certain community
non-profit agencies. The Mayor and Common Council has previously authorizied
staff to execute agreements with West Side Community Development Corporation,
Assistance League/Childrens Dental Health Clinic, Rolling Start, Inc.,
(Lifeline), Rolling Start, Inc., (Deaf Services), Mental Health Association,
San Bernardino Boys Club, and Inland Mediation Board. The following two (2)
are now ready for execution:

RESOIllTION OF THE CITY OF SAN BERNARDINO AUTHORIZING AND DIRECTING THE
EXECUTION OF A COMMUNITY DEVELOPMENT BLOCK GRANT FUNDING AGREEMENT BETWEEN THE
CITY OF SAN BERNARDINO AND THE FOLLOWING INDIVIDUAL ORGANIZATIONS: FAMILY
SERVICE AGENCY AND ATTITUDINAL CENTER FOR ENRICHMENT.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
6 BERNARDINO AS FOLLOWS:
SECTION 1. The Mayor of the City of San Bernardino is hereby authorized

8 and directed to execute, on behalf of said City, two (2) separate agreements
9 for Community Development Block Grant funding with the following
10 organizations: Family Service Agency and Attitudinal Center For Enrichment, a
11 copy of each of which agreements are annexed hereto as Exhibits "1" and "2"
12 respectively and are incorporated herein by reference as though fully set
13 forth at length.
SECTION 2. The agreements provide for the granting of Community

trHIS AGREEMENT b entered into effective as of Jul vI,
at San Bernardino, California, between the CITY OF SAN BERNARDINO, a
6 municipal corporation, referred to as "City", and Fam; 1 v Serv; ce Aqency
7 a nonprofit cOIIIIlUnity service organization, referred to as "Subrecipient".
8 City and Subrecipient agree as follows:
9 1. Recitals.
10 (a) Subrecipient has requested financial a..btance from City for
11 fbcal year 1985/1986 from funds available through a cOIIIIlUnity development
12 block grant from the United States of America to City.
13 (b) Subrecipient represents that the expenditures authorized by
14 this Agreement are for valid cOlllllunity development purpose", in accordance
15 with federal law and regulations, and that all funds granted under this
16 Agreement will be used for no purpose other than those purposes specifically
17 authorized. The specific purposes and acope of aervices of this particular
18 grant are' aet forth in Exhibit "A", attached hereto and incorporated into this
19 Agreement as though fully aet forth herein.
20 2. Payments. City shall reimburse Subrecipient for allowable costs
21 incurred under the scope of this Agreement and applicable Federal regulations,
22 hich have not been paid for or reimbursed in any other manner or by any other
23 gency. Reimbursement will be made at least on a monthly basis, with the
24 total of all such reimbursements not to exceed $ "1\, nnn .
25 3. Term. This Agreement shall commence July 1, 1985, and terminate
26 June 30, 1986. ,

Thb budget shall list all sources of funding for the proar.. covered by thb
Agreement, whether from State, Federal, local or private sources, and shsn
identify Which sources are paying for Which specific portions of the program,
by line-item, to the extent practicable. No travel expenses for out-of-stste
travel shall be included in thb program unle.. specifically listed in the
budget as submitted and approved. and all travel expenses to be funded from
funds provided hereunder shall be specifically identified as travel expense,
11 which shall be negotiated between Agency and Subrecipient in the budget. Any
travel expenses incurred by Subrecipient above the budgeted amount or for
out-of-town travel ahall not be eligible' for reimbursement unle.. the prior
written approval of the Executive Director of the Redevelopment Agency of the
City of San Bernardino, or hb or her designee, bas been obtained. Funds
shsll be used for purposes authorized by the Community Development Block Grant
program only, and no portion of the funds granted hereby shall be used for any
purpose not specifically authorized by this agreement. Only net payroll shall
19 be periodically reimbursed by City as an allowable cost. Any amounts withheld
20 by Subrecipient from an employee's pay for taxes, aocial security, or other
21 withholding and not immediately paid over to another entity, shall not be
22 included as wages or expenses eligible for reimbursement as an allowable cost
23 until such time as tbe withheld taxes, social security, or other withholdings
24 are actually paid over to the entity entitled to such payment. Upon such
25 payment and the submiuion of evidence of such payment to the Redevelopment
26 Agency, such expenses shall be regarded as allowable cost, and City shall

27 reimburse Subrecipient for such obligation. A variation in the itemization of
28 costs, as set forth in the proposed budget submitted to City, not to exceed

1 10% as to any particular line item, ahall be allowed, provided the prior
2 written approval of the Executive Director of the Redevelopment Agency of the
3 City of San Bernardino ia obtained, it being underatood that the total amount
4 of the p'ant ahall not be varied thereby. At the end of the term, all
5 unexpended funds ahall be returned to the City by Subrecipient. The parties
6 intend that grant funda be utilized within the tillle period covered by this
7 Agreelllent. and any funda not uaed ahall revert to the City. No reserve for
8 the future ahall be established with the funds except as may be authorized to

Agreement, but not yet paid for at the conclusion of this Agreement.
s. Accounting. Prior to the final payment under this Agreement, and
at auch other ti.ea aa ..y be requeated by the Executive Director of the
Redevelopment Agency of the City of San Bernardino, Subrecipient ahall aubmit
to the Executive Director an accounting of the propoaed and actual
expenditures of all revenuea accruing to the organization for the fiscal year
ending June 30, 1986. Financial recorda ahall be ..intained by Subrecipient
in accordance with generally accepted accounting principlea, in a I118nner which
permita City to trace the expenditurea of funda to aource documentation. All
booka and recorda of Subrecipient are to be kept open for inapection at any
tillle during the buaineas day by the City, ita officera or agents, and by any
2] representative of the United States of America authorized to audit COIIIDIunity
22 Developlllent Block Grant progr8llla. Standards for financial management systems
23 and financial reporting requirements establiahed by Attachment "F" and
24 Attachment "G" of Office of Management and Budget Circular No. A-nO shall be
25 fully complied with by Subrecipient. Subrecipient acknowledges that the funds
26 privded are federal funds. Subrecipient' a financial management aystem shall

27 provide for accurate, current and complete discloaure of the financial results

procening by City of Subrecipient'. reque.t. for reimburaement, and may
justify temporary withholding as provided for in Paragraph 11 bereof.
7. Procurement Practicea. Subrecipient .hall comply with
procurement procedure. and guidelines establi.hed by Attachment "0" to Office
of Management and Budget Circular No. A-102, "Procurement Standards". In
addition to the .pecific requirementa of Attachment "0" to Circular No. A-l02,
Subrecipient aball maintain a code or atandards of conduct which ahall govern
the performance of its officer., employees or agents in contracting with and
expending the Federal grant funds made available to Subrecipient under this
Agreement. Subrecipient'. officers, employees or agents .hall neither solicit
24 nor accept gratuities, favors, or anything of monetary value from contractors

25 or potential contractors. To the extent permissible by State law, rules, and
26 regulations, the .tandards adopted by Subrecipient .hall provide for
.
27 penalties, sanctions or other disciplinary actions to be applied for
28 violations of auch standards by either the Subrecipient'. officers, employees

or agenta, or by contractora or their agenta. Subrecipient ahall provide a
copy of the code or atandarda adopted to City forthwith. All procurement
tranaactiona without regard to dollar value ahall be conducted in a manner ao
aa to provide ..xi..... open and free competition. The Subrecipient ahall be
alert to organbational conflicta of intereat or non-competitive practices
among contractora which aay reatrict or eliminate competition or otherwise
rea train trade. Subrecipient agreea to adhere to the procurement rulea
8 apecified in Office of Management and Budget Circular No. A-l02 Attachment "0"
9 in ita expenditure of all fund a received under thia Agreement.
10 8. Anti-Kick lack 'rovisiou; Equal EmploYlllent Opportunity. All
11 contract for conatruction or repair uaing fund a provided under this Agreement
12 ahall include a provision for compliance with the Copeland "Anti-Kick Back"
13 Act U8.U.S.C. 874) aa aupplemented in Department of Labor Regulations (29
14 CFR, 'art 3). This act providea that each contractor or .ubgrantee .hall be
15 prohibited from inducing, by any auna, any penon employed in the
16 conatruction. completion or repair of public work, to give up any part of the
17 compenaation to which he ia otherwiae entitled. Subrecipient ahall report all
18 auapected or reported violationa to City. All contracta in exceas of
19 $10,000.00 entered into by Subrecipient uaing funda provided under thia
20 Agreement .hall contain a proviaion requiring compliance with Equal Employment
21 Opportunity proviaiona eatabliahed by Executive Order 111246 aa amended.
22 9. 'revailing Vage Requirement. Any conatruction contracts awarded
23 by Subrecipient uaing funds provided under this Agreement in excess of
24 $2,000.00 shall include a proviaion for compliance with the Davis-Bacon Act
25 (40.U.S.C. 276a to 276a-7) and as aupplemented by Department of Labor
26 Regulations (29CFR). Under this act, contracton ahall be required to pay

27 wages to laborera and mechanics at a rate not leas than the minimum wages
28 specified in a wage determination made by the Secretary of Labor. In

1 addition, contractors shall be required to pay wages not less often than once
2 a week. Subrecipient ahall place a copy of the current prevailing wage
3 determination bsued by the Department of Labor in .ach aolicitation and the
4 lIWard of a contract shall be conditioned upon the acceptance of the wage
5 determination. Subrecipient ahall report all suspected or reported violations
6 to City.
7 10. Approval of City of any Chuaea; Uee of Proaram InCOllle, City
8 reserves the risht to require Subrecipient to obtain the prior written
9 approval of City of any charsea or fees to be charged by Subrecipient for
10 services provided under thb Acreement, and of any rules and regulations
11 governing the proviaion of services hereunder. Program incOllle represents
12 gross income earned by the Subrecipient from the Federally supported
13 activities. Such .arnings exclude interest earned on advances and may
14 include, but will not be limited to, income from aervice feea, sale of
15 cOlllllodities, usage and rental fees. Theae funds ahall be used first for
16 eligible program activities, before requeata for reimbunement, or shan be
17 remitted to the City. Subrecipient ahall remit all unspent program income to
18 the City within thirty (30) days subsequent to the end of the program year
19 (June 30, 1986). Interest earned on funds advanced under the Agreement shall
20 be paid to the City.
21 11. Te~orary Withholding. The Executive Director of the
22 Redevelopment Agency of the City of San Bernardino is authorized to
23 temporarily withhold the payment of funds to Subrecipient when the Executive
24 Director determines that any violation of this Acreement has occurred. Funds
25 shall be withheld until the violation is corrected to the satisfaction of the
26 Executive Director or of the Kayor and Common Council. lubrecipient shall
27 have the right to be heard by the Mayor and Common Council if Subrecipient
28 maintains no violation of the Agreement has occurred, which hearing shall be

1 held within 45 days after the funds have fint been withheld, provided
2 Subrecipieut requests such hearing within 15 days after such first withholding.
3 12. Records Iletention. Financial records, aupporting documents,
4 statistical records, and all other records pertaining to the use of the funds
5 provided under this Agreement ahall be retained by Subrecipient for a period
6 of three (3) yeara, at a mini_, and in the event of litigation, claim or
7 audit, the recorda ahall be retained until all litigation, clailll8, and audit
8 findings involving the records, have been fully resolved. Records for
9 non-expendable property acquired with federal funds provided under this
10 Agreement ahall be retained for three (3) yean after the final disposition of
11 auch property.
12 13. Property Management Standarda. lion-expendable personal property,
13 for the purpoaea of this Aareement, is defined as tangible penonal property,
14 purchased in whole or in part with Federal funds, which has uaeful life of

15 more than One (1) year and an acquisition cost of three hundred dollars
16 ($300.00) or more per unit. Real property means land, including land
17 improvement a , atructures and appurtenances thereto, excluding movable
18 machinery and equiJllllent. lion-expendable penonal property and real property
19 purchased with or improved by funds provided under this Agreement shall be
20 aubject to the property management atandards apecified in Attachment "N" of
21 Office of Management and Budget Circular No. A-l02, "Property Management
22 Standards".
23 14. Termination for Cause. City reserves the right to terminate this
24 Agreement and any and all grants and future payments under this Agreement in
25 whole or in part at any time before the date of completion of this Agreement
26 whenever City determines that the Subrecipient has failed to comply with the

27 conditions of this Agreement. In the event City seeks to terminate this
28 Agreement for cause, City ahall promptly notify the Subrecipient in writing.of

the proposed termination and the reasons therefore, together with the proposed
effective date. Subrecipient shall be given an opportunity to appear before
the Mayor and COIIIlOn Council at the time at which the Mayor and COIIIIIlOn Council
are to conaider such recommended termination, and shall be given a reasonable
5 opportunity to show cause why, if any exists, the Agreement should not be
6 tel'lllinated for cause. Upon determination by this Mayor and Common Council
7 that the contract should be terminated for cause, notice thereof, including
8 reasons for the determination, shall promptly be given to Subrecipient,
9 together with information as to the effective date of the tel'lllination. The
10 detel'lllination of the Mayor and Common Council as to cause shall be final.
11 15. Termination for Convenience. City or Subrecipient .ay tel'lllinate
12 this Agreement in whole or in part provided both parties agree that the
13 continuation of the project would not pr04uce beneficial results commensurate
14 with further expenditure of funds. In such event, the parties shall agree
15 upon the termination conditions, including the effective date and, in the case
16 of partial tel'lllination., the portion to be tel'lllinated. The Subrecipient shall
17 not incur new obligation. for the terminated portion after the effective date
18 and .hall cancel a. many outstanding obligation. a. possible. City shall
19 allow Subrecipient. full credit for the City'. share of the non-cancellable
20 obligation. properly incurred by the Subrecipient prior to termination.
21 16. Rold Ral'lllle... Subrecipient agrees to indemnify and save

22 harmless the City and ita employees and agents from all liabilities and
23 charges, expenses <including counsel fees), suits or 1088es, however
24 occurring, or damages, arising or growing out of the use of or receipt of
25 funds paid under this Agreement and all operations under this Agreement.

17. A.encment. This Agreement may be _ended or modified only by
written agreement signed by both parties, and failure OIl the part of either
party to enforce any provision of this Agreement shall IIOt be construed as a
waiver of the right to compel enforcement of any provision or provisions.
18. Aaaianment. This Agreement shall not be assigned by Subrecipient
without the prior written consent of City.

Program: VICTIM SUPPORT SERVICES

Background: In May 1983, a jointly prepared proposal utilizing input
from the San Bernardino Police Department, San Bernardino Rape Crisis
Service, and the Victim/Witness Advocacy Program was presented for
funding consideration. Following necessary development, exa~ination,
and consideration, Community Development Commission resolution 4515
funded the Victim Support Services Program by creating the San Bernar-
dino City Victi~ Crisis Intervention Team, and providing victimology
training to approximately 175 members of the San Bernardino Police
Department. In September of 1984, the program was transferred to the
Family Service Agency of San Bernardino, and was funded for an ad-
ditional twelve months (through September 1985). This proposal is
presented by the Family Service Agency for refunding in the 1985-86 ye~r.
Proble~ Statement: Statistical data from the Bureau of Criminal Sta-
tisti.cs and Bureau of the Census combine to indicate that a serious
crime is reported to the local police in roughly 1:11 proportion to
the population; one of every 11 citizens may be at risk as a victim of
crime. Victimization often results in feelings of anger, fear, guilt,
depression, helplessness and hopelessness. These feelings may create
dysfunction ranging from family tension to loss of employment. Police
response to crime situations revolves around prevention, apprehension
and investigation, leaving little time to attend to victim needs as .
outlined above. Officers are exposed to the princiFles of victimology
~ in their training, but ongoing assistance to victim needs are not
~ within the scope of their day-to-day functioning.
Problem Response: The V.S.S. program is meeting victim needs by pro-
viding a team of crisis intervention workers (3 employees) who are
on 24-hour call to the Police Department and its officers. The team
members .respond immediately to officer -requests from the field by a
paging service activated by the police dispatcher, by card referral
as presented to victims by officers in the field, and upon receipt of
phone calls from victims upon suggestion of an officer. The team pro-
vides crisis counseling services, referral for a variety of other
community provided programs, supportive assistance through the witness
phase of court involvement, and follow-up contacts during the initial
period of ~otional trauma upon victimization. The team coordinates
its activity and effort with many existing social service groups, there-
by providing police officers a "one call service," Le. the officer
need only contact the team for a full array of service and referral in-
formation. Upon becoming involved, the team can then provide all neces-
sary direct and referral service, freeing the officer for other duties.

Target Population: The current contract identifies any victim of a
crime that has been reported to the City Police Department as a po-
tential user of V.S.S. Intervention. ~eam focus is on low to moderate~
income referrals, but any crime victim may use the service of the team.
In the past contract year, a number of non-crime, but 'police response'
situations, have been identified that lend themselves to the team's
expertise. Officer requests for our service have been made in the fol-
lowing situations, and it is our hope that if the contract for service
is renewed, the team can respond in non-crime situations to assist
citizens in the following situations: suicide and attempted suicides,

unification or placements can be arranged. None of these situations
involved "crimes," but have presented the need for crisis counseling
and intervention that comes to officer attention, and we specifically
request these situations also be covered by the contract for our services
to the police department.
Pro~ram Objectives: If funded, the program proposes the following
act1vities as goals of service for the funding period: Provide direct
and referral service to 350 persons (average of 3 contacts per person),
provide a minimum of 36 informational pres~ntations to police officers
at watch change briefings, make a minimum of 150 contacts at the police
operated Community Service Center (C.S.C.) offices, participate in
weekly meetings with the liaison officer assigned to the program by
the police department, develop and implement a program of volunteers
(10 persons) who will assist in follow-up with program participants
under the direction of paid staff (funding for this objective has been
provided in the amount of $1,000 by the Arrowhead United Way).

Program Administration: V.S.S. staff and program procedures shall be
under the supervision and control of the Family Service Agency of San
Bernardino, a community based non-profit corporation with 38 years of
experience and history in the local community. In addition to those
monitoring and auditing functions required by the contract, the agency
Board shall review service and financial information on a monthly basis
through its regular meetings~nd by-reportfrom~the program manager
and the agency accounting system.

1. Recitals.
(a) Subrecipient h.. requested financial assistance from City for
11 fiscal year 1985/1986 from funds available through a community development
block grant from the United States of America to City.
(b) Subrecipient represents that the expenditures authorized by
this Agreement are for valid cOIIIIIunity development purpose", in accordance
with federal law and regulations, and that all funds granted under this
greement will be used for 110 purpose other than those purposes specifically
authorized. The specific purposes and scope Df services Df this particular
grant are set forth in Exhibit "A", attached hereto and incorporated into this

17 in accordance with generally accepted accounting principles, in a manner which
18 permits City to trace the expenditures of funds to source documentatiDn. All
19 books and records of Sub recipient are to be kept Dpen for inspection at any
20 time during the busineaa day by the City, ita officers or sgents, and by any
representative of the United States of America authorized to audit Community
Development Block Grant programs. StandardB for financial management systems
and financial reporting requirements established by Attachment "F" and
Attachment "G" of Office of Management and Budget Circular No. A-110 shall be

6. Services Available tD ResidenU; IIonitoriq aDd RepOrting Program

6 in Exhibit "A". No person shall be denied service because Df race, color,
7 natiDnal origin, creed, sex, marital statuB, Dr physical handicapp.
8 Subrecipient shall comply with Affirmative Action guidelilles in its employment
practices.
Subrecipient shall also monitor the program's activities and
submit written reports quarterly, or more often if requested, to the Executive
Director Df the Redevelopment Agency of the City of San Bernardino, in
accordance with Attachment "R", Office of Management and Budget Circular No.
A-llO. Failure to provide such quarterly performance reports may prevent the
processing by City of Subrecipient' s requests for reimbursement, and may
justify temporary withholding as provided for in Paragraph 11 hereof.
7. Procurement

addition to the specific requiremenu of Attachment "0" to Circular No. A-102,
Subrecipient shall maintain a code or standards of conduct which shall govern
the performance of its officers, employees or agents ill contracting with and
expending the Federal grant funds made available to Subrecipient under this
Agreement. Subrecipient's officers, employees or agents shall neither solicit
nor accept gratuities, favors, or anything of monetary value from contractors
or potential contractors. To the extent permissible by StBte law, rules, and
regulations, the standards adopted by Subrecipient shall provide for

7 10. Approval of City of any Char.l.a; Use of Program Income. City
8 reserves the right to require Subrecipient to obtain the prior written
9 approval of City of any charges or fees to be charged by Subrecipient for
10 services provided UDder this Agreement, and Df any rule. and regulations
11 governing the provision of services hereunder. Program income represents
12 gross income earned by the Subrecipient from the Federally supported
13 Bctivities. Such earnings exclude interest earned on advances and may
14 include, but will not be limited tD, income from service fees, sale of
15 cOllllllodities, usage and rental fees. These funds shall be used first for
16 eligible program activities, before requests for reimbursement, or shall be
17 remitted to the City. Subrecipient shall remit all unspent program income to
18 the City within thirty (30) days subsequent to the end of the program year
19 (.June 30, 1986). Interest earned on funds advanced under the Agreement shall
20 be paid to the City.
21 11. TeQorary Withholding. The Executive Director of the
22 Redevelopment Agency Df the City of San Bernardino is authorized to
23 temporarily withhold the payment of funds to Subrecipient when the Executive
24 Director determines that any violation Df this Agreement bas occurred. Funds
25 Bhall be withheld until the violation is corrected to the satisfaction of the
26 Executive Director Dr of the Mayor and Common Council. $ubrecipient shall
27 have the right to be heard by the Mayor and Common Council if Subrecipient
28 maintains no violation of the Agreement has occurred, which hearing shan be

Subrecipient requests such hearing within 15 days after such first withholding.
12. Records Retention. Financial records, supporting documents,
statistical records, alld all other records pertaining to the use of the funds
provided under this Agreement shall be retained by Subrecipient for a period
of three (3) years, at a mini_, and ill the event Df litigatiDn, claim or
audit, the records shall be retained until all litigation, claims, and audit
findings involving the records, have been fully resolved. Records for
non-expendable property acquired with federal funds provided under this
Agreement shall be retained for three (3) years after the final disposition of
such property.
13. Property Manaae.nt Standards. lion-expendable personal property,
for the purposes of this Aareement, is defined as tangible personal property,
14 purchased in whole or in part with Federal funds, which has useful life of

15 more than one (1) year and all acquisition cost of three hundred dollars
16 ($300.00) or more per unit. Real property means land, including land
17 improvements. structures and appurtenances thereto, excluding movable
18 machinery and equipment. Non-expendable personal property and real property
19 purchased with or improved by funds provided under this Agreement shall be
20 subject to the property management standards specified in Attachment "N" of
21 Office of Management and Budget Circular No. A-102, "Property Management

14. TerminatiDn for Cause. City reserves the right to terminate this
Agreement and any and all grants and future payments under this Agreement in
whole or in part at any time before the date of completion of this Agreement
whenever City determines that the Subrecipient has failed to comply with the

Agreement for cause, City shall promptly notify the Subrecipient in writing of

5 opportunity to show cause why. if any exists, the Agreement should Dot be
6 terminated for cause. Upon determination by this Mayor and Common Council

11 15. Termination for CDnvenience. City or Subrecipient may terminate
12 this Agreement ill whole or ill part provided both parties agree that the
13 continuation of the project would Ilot pr04uce beneficial results commensurate
14 with further expenditure of funds. In such event, the parties shall agree
15 upon the termination conditions, including the effective date and, in the case
16 of partial terminations. the portion to be terminated. Tbe Subrecipient ShBll
17 Ilot incur new obligations for the terminated portion after the effective date
18 and shall cancel .. many outstanding obligations as possible. City shall
19 allow Subrecipient full credit for the City's share of the non-cancellable
20 obligations properly illcurred by the Subrecipient prior to termination.
21 16. Rold Rarmless. Subrecipient agrees to indemnify and save
22 harmless the City and its employees and agents from all liabilities and
23 charges, expenses (including counsel fees), suits or losses, however
24 occurring, or damages, arising or growing out of the use of or receipt of
25 funds paid under this Agreement and all Dperations under this Agreement.
26 Payments under this Agreement are made with the understanding that the City is

PROJECT/ACTIVITY DESCRIPTION
I. INTRODUCTION
Cancer, leukemia, multiple sclerosis and tumors can be a horrifying
experience for the afflicted and loved ones. A Center for Enrichment
(ACE) will play a vital role for families experiencing any catastrophic
disease or life-threatening illness. Our goa.l is to bring individuals
together who are experiencing similar situations. Our primary objec-
tives are:

o to reach out to children and families experiencing
catastrophic or life-threatening illness and provide
services which will promote a healthy acceptance of
and adjustment.to their situation in order to improve
the quality of life;
o to improve life expectancy for those suffering illness;
o to prevent social and emotional complications which often
lead to hospitalization, unemployment and public assistance.
In San Bernardino County, one referral doctor alone has over 90 termi-
nally ill children, and hundreds of children suffering catastrophic
illnesses. It is of utmost importance that our services be available.

1) To provide an atmosphere where people who are experiencing cata-
strophic situations can meet to actively participate in the pro-
cess of attitudinal healing.
2) To provide emotional support that supplements existing health care
and social service agencies.
3) To create an understanding, caring, and supportive community for
the special families who come to ACE.

children ages 4-18 years through the use of art, music, and
positive active imagination.

so vital for positive patient participation in the treatment
of illness.
To provide an educational model for other health care and pri-
vate agencies in San Bernardino County through referrals and
networking.

A WORD ABOUT THE CENTER
A Center for Enrichment (ACE) is modeled on the Center for Atti-
tudinal Healing in Tiburon, California, which was founded by Dr.
GeraldJampolsky in 1975. We provide a non-clinical environment
and encourage peer group emotional and spiritual support without
regard to race, religion, sex, income, citizenship, or community
or professional status. One of the main reasons for establishing
ACE was the realization that families had no place where they
could discuss their concerns about their illnesses or fears about
death in a non-judgmental, accepting atmosphere.

WHAT IS ATTITUDINAL HEALING?
The concept of attitudinal healing is based on the belief that it
is possible to choose peace rather than conflict, and love rather
than fear. In attitudinal healing, health is defined as experi-
encing inner peace, and love is defined as letting go of fear.
Therefore, attitudinal healing is the process of letting of
painful, fearful attitudes. When we let go of fear, only love
remains. We believe that love is the most important healing
force in the world.
VI. OUR APPROACH

All who come to the Center, including staff and volunteers, are
committed to helping each other achieve the shift in perception
from fear to love that facilitates the process of attitudinal
healing.
When a per sou experiences a catastrophic or life-threatening ill-
ness there are feelings of anger toward the world, a tendency to
feel alone, different, and isolated; and to see the universe as
unloving and attacking. Healing begins when there is a shift in
perception about illness and its related problems. This shift can
occur as a child or adult learns how to focus on helping others by
extending love, learns that each instant is the only time there is,
and discovers that within that instant they do not perceive them-
selves as ill or in pain. One such instant can become two, three,
many.

VII. INTENDED RESULTS (6 month goals)

a. The Center will add at least 25 participants to the 55 who have
already been involved in the childrens group. This group is a
time of sharing and mutual support for children with an illness.
b. Siblings group - at least 20 participants will be added. In
this group, brothers and sisters of the childrens group parti-
cipants discuss common fears, frustrations, and concerns.
c. At least 8 additional young adults, ages 19 and up will come
together to share and extend love and learn to experience inner
peace by letting go of fear.
d. 50 adults, spouses, and parents of children will be added and
participate in the sharing of concerns and fears of those who
are emotionally involved with a person who is ill.
e. Outreach and Networking:
o Hospital/Home/School Visitation Progra~ _ there will
be at least 35 visitations to extend love and support
to the entire family. Meetings with physicians,
nurses, social workers, and teachers are an important
element of this program and provide an educational
opportunity to discuss and demonstrate attitudinal
healing.
o Networking - we will make at least 6 presentations to
co~~unity and professional groups.
f. Phone/Pen Pal Program - at least half of the active Center
clients will participate in this program, that creates a
network of people who have had similar experiences and enables
them to relate via letter or phone. This important program
allows us to extend love and link with others all around the
country.

I am a social worker at St. Bernardine Hospital and work
with many of our cancer patients. I am co-therapist of
an on-going support group at the hospital and also participate
in the "I Can Cope" program sponsored by the American Cancer
Society.
The emotional needs of cancer patients are many and I feel
that the Center for Enrichment provides a useful adjunctive
service to those resources that are already in the community.
I have visited the center and have found it to be a warm and
friendly place where patients and their families can get help
with the special stresses of their situations.
