After completion of the six months pilot program, evaluations were made and found to be favorable for the City in administration and field labor costs, fewer street failures, sooner completion time and less call backs to the contractors since the Gas Company is more conscientious of work done and actively interested in good re- sults from this permit. The Gas Company reports it has been beneficial for them as well. We are recommending this permit be extended through June 30, 1986, for review and thereafter annually for further action. With the same terms applied, allowing termination within ten days' written notice, full control of work performed in public rights-of-way should be maintained. This resolution and agreement is subject to excavations not to exceed surface cuts of 4' X 4'. Horeno: This report Is In response to your request for a progress report on our Blanket Permit and Paving test program. Following Is a brief outline of the pro's and con's of the program. I. Reporting: There Is less paperwork being generated In the reconciliation of the cut information and billing process. This saves time and manpower. This is a benefit to both your clerical people and ours. There are still some bugs to be worked out In the bIlling process that would increase the time savings to both operations, and these are being worked out. 2. Permit Issuing: IssuIng of the initial permit is accomplished In a more timely manner, which allows for quicker response to field problems. This also allows fora more accurate method of re-Issulng permits for those that have gone over 30 days, and expIred. 3. Billing: Permits are now logged by our permIt clerk. By having this log we are able to report to your department the number of permits Issued, for billing, in a more timely manner. This also, has created a more accurate method for billing. This program is consistant with the operations of other cities In the area, and allows for a more productive operation. ,. FIeld Responsibility: The Gas Company is now responsIble for all Isolated, cuts we make In the city. ThIs Is the same responsibility we have In the other cIties In our area. We feel thIs Is beneficIal to both the City and us. The ability to develop a more productive operation offsets the added responsibIlIty of the maintenance of the cuts made In the city. To summarIze the above information, we feel the program Is beneficial to both the city of San Bernardino and our company. The working relationship between our people and yours has been excellent and I feel this Is the prImary purpose for the success of the program to date. We are looking forward to the successful completion of the test program and moving Into a permanent program with the city. '-' A G R E E MEN T J 2 (Six-Month Blanket Excavation Permit) 3 TillS AGREEMENT is made and entered into this ifJI' day of 4 ~~,t , 1985, by and between the CITY OF SAN BERNARDINO, a municipal corporation, hereinafter called "City", and SOUTIIERN S 6 CALIFORNIA GAS COMPANY, hereinafter called "Gas Company". 7 The parties hereto agree as follows: 8 1. Recitals. 9 A. It is more efficient to issue a blanket excavation 10 permit for a given period of time rather than issuing individual II excavation permits to the Gas Company. 12 B. The Gas Company and its contractors are now using 13 compacting equipment and asphalt materials which produce very few 14 failures in, asphalt pavement work. IS C. The City, by.Resolution No. 85-143, has provided for 16 the issuance of a blanket excavation permit upon execution of this 17 agreement incorporating the permit conditions set forth in said 18 resolution. 19 2. Issuance of Blanket Excavation. The Public Services 20 Department is authorized to issue a blanket excavation permit for 21 !a period of six-months on the following conditions: I >-22 I!' -. 'A.' The City Department of Public Services be notified 12 where unusual situations are encountered. 13 D. Holiday traffic restrictions apply to the blanket 14 permi t. 15, E. The Gas Company shall make a monthly report of all 16 cuts made under the blanket permit to the City. Said report shall 17 include the location of the work site, the dimensions of the cut, 18 type of material and the date of excavation. 19 F. The City shall inspect each 'excavation, site for 20 compliance with pertinent provisions of the Municipal Code, and .21 .1 notify the Gas Company whether or not the work is acceptable. ;-n~' .!.,' :" ~...,~';G..
