STAFF REPORT
During the budget process the Recreation Division of the Parks, Recreation and Com-
munity Services Department submitted a request to increase the salaries of its part-
time employees.
The division has been experiencing significant difficulty in recruiting qualified
aquatics staff due to the higher wages being offered in neighboring cities. These
staff shortages during the past summer have necessitated several drastic measures
including limiting admissions, eliminating guard rotations and nearly having to
close a pool.
It is their opinion that the increase in the salaries will provide for adequate
recruitment of personnel and improve the quality of candidates applying for the
recreation positions.
A survey of neighboring cities reveals that part-time salaries exceed those paid by
San Bernardino in equivalent positions by an average of .29 to $1.68 per hour. The
mean difference is an average of .91 per hour or 23 percent higher in other cities.
This disparity is detrimental to the image of the City and division as well contri-
buting to the difficulty of attracting or retaining qualified staff.
Since the salaries for part-time employees in these classes have not been increased
since 1980', this increase is essential in alleviating recruiting and retention
problems for this division and it will also bring part-time wages into parity with
neighboring cities.
