The Department of Public Services has 1 area posted for "No Parking" on slieeping
days, which is bounded by "K" Street to the west, "J" Street to the east, Hill
Street to the north and Hillcrest to the south, Citations are issued to those
in violation. This also is the only ,,'rea that has definite sweeping hours to
coincide with those posted. 50% of the residents prefer this method to ensure
swept streets and 50% are against it because of the citations.
There is also restricted parking on "K" Street because of students from San Ber-
nardino Community College parking there during school hours and interfering with
residents. '
The Public Services Department presently has 9 sweeping routes; 8 scheduled
throughout the Cit.y for every other week sweeping. The 9th is for downtown com-
mercial sweeping every day Monday through Friday. The Mt. Vernon Avenue and
Highland Avenue commercial areas are swept Mondays and Fridays. Saturday and/or.
Sunday sweeping for parades and special events is scheduled as needed.
The major concerns for posting for sweeping the' at least 1,100 curb miles within
the incorporated City Limits are:
1. Enforcement.
2. Designating time schedule, which can vary due to equipment breakdown,
shortage of personnel, etc.
3. Certain sections of our community have rental units that because of 2
plus vehicles per household impact our on-street parking.
4. Normal. routine sweeping is scheduled from 4:00 A.M. to 12:00 Noon be-
cause of traffic and sweeper dumps which are picked up by 2 vrews using
Butler Loaders.
During the months of October, November, December and January, because
of the numerous street trees and falling leaves, our volume doubles in
quantity but not weight, requiring assistance from our Grading Crew in
picking up sweeper dumps and changes our hours for sweeping later than
for routing sweeping.
5. Posting for sweeping would take a major policy decision by the Mayor
and Common Council to restrict on-street parking, impacting famili~s
with more than 1 vehicle, especially in our low to moderate areas.

580 Cabrera Avenue, phone 884-8595, called September 27, 1985
