At their Meeting of August 26, 1985, the Mayor and Common Council
directed the Parks, Recreation and Community Services Department Staff to do a study
of the need of senior citizen centers throughout the City and report back to
the Council at the first meeting on October. The report was not ready on
October 7th and this item on the Agenda was continued to October 21, 1985.
The reasons this report was not ready are:
1. The report was not anticipated and the timing for the report
was too short to adequately gather the data.
2. It was hoped that this information could be collected during
the needs assessment survey, however; data gathering is more
complex than anticipated, and with a lack of computer capability,
work has been hindered.

For the purpose of this report a Senior Center is defined as
a center providing services solely for senior citizens, open
fulltime and providing services including, but not limited
to, nutrition, information and referral, health screening,
consumer education and other social and recreational programs
on a regularly scheduled basis. In addition a senior center
should be located in an area that is considered safe, easi Iy
accessible and provides a sense of community.
This study was approached with the assumption that senior
citizen service centers do provide needed services for the
elderly population. The primary question is: Are there
sufficient senior centers in existence or in the planning
process to adequately serve the elderly of the City of San
Bernardino? To determine this, a number of factors were
exp I ored:
1. The location of existing centers.
2. The location of P'"oposed senior centers.
3. The location of sen i ors as they relate to existing or
proposed centers.
The optimum service radius for a senior center is 1/2 mile to
1 mile. However, nationwide studies show the it is not
financially feasible to provide centers on a less than 1 mile
radius. In urban areas where publ ic transportation is more
readily available, a 1 to 2 mile service radius is considered
feasible. Considering that San Bernardino has some publ ic
transportation including Dial-A-Ride and Dial-A-Lift, a one
mi Ie service radius is considered appropriate for this study.

For the purpose of this study the City was divided into 5
areas encompassing existing and proposed senior centers and
areas with no senior center. The attached map shows the
following:
1. The Central part of the city is presently wel I served by
the Senior Citizens Service Center at 600 West 5th Street.
The center is avai lable to at least 2,444 elderly.
2. The Northeast corner, Highland/Del Rosa area is adequate-
ly served by the Highland/Del Rosa senior center. The center
is available to at least 926 elderly.
