STAFF REPORT
The light poles on Richardson Field have deteriorated to the point that they are
no longer safe for servicing. Additionally, the existing fixtures are incandescent
flood lamps and are extremely inefficient. The Parks. Recreation and Community Services
Department proposed $38,000 for renovation of the ballfield lights both in its 1985-86
CDBG funding submittal and its 1985-86 budget.
This project did not receive endorsement from the CDBG citizens advisory committee
and consequently was not appropriated any funds. During the budget review process
on June 25 the council considered funding of this project through General Funds.
After discussion with the staff and city administrator, the council response at
that time was that CDBG Funding was "more appropriate". No specific directions
were given, however, and staff is still of the understanding that council intended
to fund this project.
Under its present conditions, the field is not usable after dark. Consequently,
the facility is no longer used by the department for its regularly scheduled youth
and adult programs. The unavailablility of this facility under lights impedes the
department from adequately servicing all of the sports interest in the community.
