I appreciate your comments on these important issues and as a former mayor, I certainly understand your concern. As you may know, the House-Senate Budget Conference Committee reported out a compromise budget on August 1 which was accepted by both the House of Representatives and the Senate that night. The budget package includes several changes in local government programs. Among the programs which will be impacted are: 1) General Revenue Sharin9 - it will be fully funded during Fiscal Year 1986 but the program will be terminated after Fiscal Year 1986, 2) Community Development Block Grant (CDBG) - funding will be reduced by 15 percent, however, because the Farmers Home Loan Administration will be funded, it appears that the 70/30 local/state distribution of CDBG monies may remain intact, and 3) Urban Development Action Grant (UDAGl - funding has been reduced by 20 percent. The budget agreed to by the House-Senate Conference Committee provides less deficit reduction than I had hoped for. However, it should yield greater savings than if we had no budget at all. The budget passed by the Senate on May 9 achieved a deficit reduction of $55.5 billion. The House-Senate compromise budget purports to meet that figure, but the actual reduction unfortunately will be no more than $40 billion, and may be even lower, unless Congress shows the political will to exercise restraint and make additional reductions beyond those called for in the budget. c. oJ . . "....' ,/ Ms. Shauna Clark page 2 I voted for the budget compromise package because of the need to achieve some reduction in the deficit and address the single most important issue that faces our country -- the basic health of our economy and the peril to it from a huge and growing deficit and national debt. I do want to note that the budget includes full cost-of-living increases for recipients of social security. Again, thank you for sharing your concerns on these important issues. NOI NO. N85-08-05l Application to the Public Utilities Commission of the State of California. 1. STATEMENT OF RELIEF SOUGHT By this Application. Southern California Water Company (Applicsnt) requests authority to increase rates in its San Bernardino Vs1ley District. The increase requested for the District is $144.200 or 13.53% in 1986 over present rates. Additional increases of $52.500 or 4.31% and $51.400 or 4.05% are requested for 1987 and 1988. respectively. To the extent that postage, labor, payroll tax, property tax and income tax rates differ at the time of the hearing in this proceeding from those included in the Application, the Applicant requests that the cost effect of the difference be reflected in the rates authorized. II. FORMAL MATTERS AND PROCEDURAL REQUIREMENTS This Application is made pursuant to Section 454 of the Public Utilities Code of the State of California. Applicant's legal name is Southern California Water Company. Applicant's Articles of Incorporation were filed with the Commission on March 12, 1963 in Application 45238 and amendments thereto were filed by letters dated March 18, 1971 and May 10, 1972, by Application 54370 dated October 8, 1973, by Application 56860 dated November I, 1976, by Application 59105 dated August 28, 1919 and by Application 83-11-37 dated November 17, 1983. Applicant's latest available Balance Sheet and Income Statement A are attached hereto as Exhibit A. No transaction requiring a report of a material financial interest, as defined in General Order No. 104-A, occurred since the last Annual Report filed by Applicant, snd Applicant does not propose at present to become a party to any transaction requiring a report of such material financial interest. For this District, Applicant.prior to 1983 computed depreciation for income tax purposes for both recorded and rate-fixing purposes utilizing accelerated depreciation on all qualifying properties and flowed-through all Investment Tax Credits. The Commission granted rates effective January I, 1983 which set rates on a normalized basis with respect to tax depreciation and Investment Tax Credit. Test year results in this Application reflect normalization. Within ten days of the filing of this Application, Applicant will cause to be published a notice of the general terms of the proposed increase in a newspaper of general circulation in the area served. Proof of such publication will be filed with the Commission. Within 75 days of the filing of this Application, Applicant will provide to each customer of record the information required by Rule 24 of the Commission's Rules of Practice and Procedure. III. SAN BERNARDINO VALLEY DISTRICT The San Bernardino Valley District includes two systems which are not physically interconnected. These systems serve areas known as Highland and Delmann Heights with portions of the service areas within the boundaries of the City of San Bernardino. A majority of the area is residential with small commercial areas. Of the total metered customers that are served in the San Bernardino Valley District, as of December 31, 1984, approximately 99% are in the commercial classification which consists of residential and business customers. In 1984 approximately 70% of the water supply in the San Bernardino Valley District was obtained from 14 Company-owned wells located within the District. The remaining 30% of the water supply was purchased from the City of San Bernardino, the East Valley Water District and the San Bernardino Valley Municipal Water District. The wells range in size from l2-inch to 20-inch diameter of casing and range in depth to 508 feet. All the wells are equipped with deep well turbine pumps driven by electric motors. Raw water is purchased from the San Bernardino Valley Municipal Water District at the Company's City Creek Plant and is treated prior to being taken into the distribution system. As of December 31, 1984 there were 1,296,569 feet of distribution mains in the District ranging in size up to 12 inches in -4- salt- ~ ., ... '-' .....I diameter. Storage facilities in the District consist of four steel and one concrete tank and reservoir from which booster pumps deliver water to the distribution system. The combined capacity of all storage facilities in the District as of December 31, 1984 was 995,000 gallons. As of December 31, 1984, the San Bernardino Valley District was providing metered water service to 3,914 customers and providing private flat rate fire protection to 7 customers. In addition there are fire hydrants for public fire protection connected to these systems. At December 31, 1984 the historical cost of utility plant in service in the San Bernardino Valley District was $3,475,900, the depreciation reserve was $946.400 for a net depreciated cost of $2,529.500. IV. RATE HISTORY The basic present rates for this District were set by Decision 83-08-006, dated August 3. 1983. Advice Letter filings were approved effective January 1, 1984 and January 1. 1985 regarding step rate increases. V. CAUSES OF THIS APPLICATION Applicant estimates that at present rates its rate of return on rate base will be 9.61% based on test year 1986 estimated. This low rate of return is mainly caused by increases in the costs of purchased water, purchased power, labor, maintenance, payroll taxes, income taxes. liability insurance, administrative and general expenses, depreciation, increased rate base and increased cost-of-capita1 since these costs were last considered by the Commission in setting rates. -5- J - - - - S~ ......-" '-, At rates proposed in this Application, Applicant would earn a rate of return on rate base of 12.50% in 1986. 12.66% in 1987 and 12.90% in 1988 to yield 16.00% rate of return on common equity, the minimum rate of return required by Applicant to attract capital at a reasonable cost and to maintain adequate borrowing capability or credit. The expense levels reflected in the test years reflect the latest known rates for supply costs, ad valorem taxes and income taxes. VI. PRESENT AND PROPOSED RATES Water service in the San Bernardino Valley District is now rendered under the following schedules: Schedule Number Service SB-1 General Metered Service In addition service is rendered under Company-wide Private Fire Protection Service (Schedule No. AA-4), Construction and Temporary Service (Schedule No. AA-9). Service to Company Employees (Schedule No. AA-10) and the Surcharge to Fund Public Utilities Commission Reimbursement Fee (Schedule No. UF). It is proposed to increase the General Metered Service tariff schedule with the increases applied to the service charges. The present and proposed rate schedules for which increases and C changes are requested are shown on Exhibit C. VII. REPORTS AND HEARINGS In compliance with Commission Resolution No. M-4705, dated April 24. 1979 (Regulatory Lag Plan for Water Companies), Applicant tendered on May 24. 1985, a Notice of Intention (N85-08-051) which was accepted on August 26, 1985. -6- J - - - sJft.- ".. ...~ eo.. .", '-'" .....I Applicant is filing herewith thirteen copies of Report on the Results of Operation for the San Bernardino Valley District. A General Report and a Cost of Money Report have been filed with Applicant's Application for General Rate Increase in the Barstow District. filed concurrently with this Application. Applicant proposes to rely upon these reports and testimony related thereto in connection with proceedings concerning this Application. It is respectfully requested that this matter be set for hearing as soon as possible and to facilitate the granting of this request, Applicant stands ready to proceed immediately. VII. CONCLUSION Applicant's present rates are unjust and unreasonable and do not and will not produce a fair and reasonable return on the property of Applicant dedicated to rendering public utility water service in Applicant's San Bernardino Valley District. IX. PRAYER WHEREFORE, Applicant prays that this Commission issue its order: 1. Finding that the present rates and charges in Applicant's San Bernardino Valley District are unjust and unreasonable; 2. Finding that the rates and charges proposed herein are fair. just and reasonable and that the effect of increases or decreases in the rates for purchased power, purchased water. postage, labor, payroll tax, property tax and income taxes from those reflected in this Application but in effect at the time of Decision should be included in the rates authorized; -7- - .. ...
