Cli-i OF SAN BERNARD()) - REQUOT FOR COUNCIL AC~ON STAFF REPORT BID SPEC: F-85-3l THE GEOTHERMAL RETRO-FIT HEAT EXCHANGER IN CITY HALL The retro-fitting of City Hall for the installation of the geothermal system requires the manufacturing and construction of a heat exchanger - Technical Specifications for this heat exchanger, Specifications No. F-85-31, were written in conjunction with Mr. Kevin Fisher, the Geothermal Resource Engineer for the City of San Bernardino Water Department. With an original estimate of $23,000.00. These specifications were established with certain maximum limitations critical to the effective operation and maximum return for energy conservatin and to meet the enviorn- mental requirements for dispersing of the geothermal water into the river. The maximum temperature of disposal water cannot exceed 1050F. Bids were opened and publicly declared on August 8, 1985. the following is a summary of bids received. (Tranter UX-296-UP-255 Division) L. O. SCHUELKE CO., INC. (American K71-BE-60 Standard Heat Transfer Division) Bids submitted by APV Crepaco, Inc. and Tranter Companies do not meet this requirement. APV Crepaco, Inc. bid with a outlet water temperature of 109.40F, and Tranter bid with an outlet water temperature of 109.380F. American-Standard Heat Transfer Division bid with an outlet temperature of 1050F which meets the environmental requirements as spec- ified in our bid specifications. Based upon the staffs analysis, our findings are that APV Crepaco, Inc. and Tranter does not meet our bid specifications even though they were low bids. Only the American- Standard Heat Transfer Division met all specifications. We recommend that APV Crepaco, Inc. and Tranter be rejected because they do not meet the outlet requirements and the heat exchangers are of a lesser quality and we would waste useable energy and require more pumping power to compensate for energy loss. The American-Standard heat exchanger would preyent the boilers from firing as often, which would reduce the maintenance of the system and increase its efficiency and prolong the life expectency of the heat exchanger. Therefore based upon our findings, and due to time constraint, project completion being behind schedule and in order to meet progress reports required by the California Depart- ment of Energy under the Geothermal Grant it is recommended that APV Crepaco, Inc. and Vossler & Company be reject d and L.O. O. SCHUELKE CO., INC. FOR FURNISHING A HEAT EXCHANGER 3 FOR RETROFITTING CITY HALL. 4 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: 5 6 SECTION 1. L. O.
