STAFF REPORT
The Engineering Division received a request from Council Office
to study the need for a 4-way stop at the 48th Street and
Little Mountain Drive intersection. Our office has subse-
quently completed a traffic study to determine if the 4-way
stop is justified at this intersection.
Traffic counts show that existing traffic flows,
exception of southbound traffic, are nearly
approximately 2,000 ADT. Critical speed on 48th
measured at 48 m.p.h.
The study shows that the intersection. presently controlled by
2-way stop signs on Little Mountain Drive. has been programed
to be signalized in the future when the area is fully
developed. The office record indicates that developments in
the vicinity have been partially assessed for their share of
the traffic signal costs. Present traffic volumes,
significantly increased over the last few years. are still
below the required minimum for traffic signals. Recent traffic
accident history reveals that a total of six accidents have
been reported in the past nine months. Some of the accidents
could be prevented if 4-way stop signs are installed.

Based upon the traffic volumes. critical speed. and traffic
accident experience. this intersection meets the Engineering
warrants for 4-way stops as an interim measure prior to the
traffic signals being installed.
This matter has been discussed at the 9/19/85 Mayor's Traffic
Safety Committee meeting. and a motion carried unanimously to
recommend that the Mayor and Council approve the installation
of a 4-way stop at the intersection of 48th Street and Li ttle
Mountain Drive be approved.

STAFF REPORT
The Engineering Division received a request from Southern
California Edison Company to investigate the traffic control
needs at the intersection of Chestnut and Grape. At present.
all traffic entering and exiting California Edison Electric
Substation travel through this intersection daily. Some of the
employees have reported difficulties and near-misses at this
intersection.
The Engineering Division has subsequently conducted a traffic
engineering investigation at this intersection. The study
indicated that both Chestnut Street and Grape Street are local
streets accommodating an average of 325 and 200 daily traffic
respectively. The sight distance at the southwest corner is
partially obstructed by a fence. Accident history shows there
has been one accident reported for the past two years.
This matter was discussed at the 9/19/85 Mayor's Traffic Safety
Committee. The Committee felt that a two-way stop on Chestnut.
at Grape, would improve the traffic safety at this
intersection. and recommend that the Mayor and Common Council
approve the installation.

NO. 2482 ENTITLED IN PART -A RESOLUTION . . . DESIGNATING CERTAIN
STREET INTERSECTIONS WHERE A STOP SIGN IS REQUIRED. . .-,
AUTHORIZING THE INSTALLATION OF A STOP SIGN ON FORTY-EIGHTH
STREET AT LITTLE MOUNTAIN DRIVE, ON LITTLE MOUNTAIN DRIVE AT
FORTY-EIGHTH STREET AND ON CHESTNUT STREET AT GRAPE STREET.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. Resolution No. 2482, which designates certain
street intersections where a stop is required, Section 1,
Subsection 13.3 is amended to read:
-(13.3) For the purpose of stopping traffic entering FORTY-
EIGHTH STREET at its intersection with the following streets:
Leroy Street
pershing Avenue
Electric Avenue
Mayfield Avenue
-D- Street
Stoddard Avenue
-E- Street
Acacia Avenue
-F- Street.
Western Avenue
Little Mountain Drive
Creekside Drive-
SECTION 2. Resolution No. 2482, which designates certain
street intersections where a stop is required, Section 1, is
hereby amended by adding thereto Subsection 25.3 to read as
follows:
-(25.3) For the purpose of stopping traffic entering GRAPE
STREET at its intersection with the following streets:
