The Engineer's Report for Assessment District No. 961 listed an
amount of $793,399.95 for the extension of Hospitality Lane westerly to
Waterman Avenue. However, no funds were included to alleviate the
traffic congestion problems that will be created, in part, by the prox-
imity of the Hospitality Lane intersection with Waterman Avenue to the
freeway off-ramp.
One suggestion for alleviating this problem is to construct
separated ramps to Hospitality Lane. This proposal is now being studied.
Caltrans has agreed to finance the cost of the on-ramp, but the off-ramp
will have to be financed by the City. The preliminary estimate of cost
for the off-ramp is $2,500,000. If the study indicates that construction
of these separated ramps is not the best solution, some widening and high
level traffic operation improvements will certainly be warranted. These
improvements could cost as much as $500,000.
An initial allocation of $500,000 is needed to commence environ-
mental studies and preliminary engineering, in the event the ramps are to
be constructed. Therefore, it is recommended that the amount of $500,000
from the assessment district proceeds be reserved for application to
solving the traffic congestion created by the extension of Hospital ity
Lane. Reservation of these funds will mean that the assessment district
proceeds will not be sufficient to finance the required street improvements
for the Park Centre Development.
