Recommen<Jed motion:
That the Common Council discuss the feasibility of appointing three standby
officers each for the Chief Executive and each member of the governing body
to provide for succession in order to preserve law and order during an
emergency and, in the aftermath of such an emergency, pursuant to Govern-
ment Code Section 8635 and Section 8639.

Under Government Code S 8598, these enhanced powers may
be given to these peace officers if a local emergency
exists.
C. Local Disaster Councils and Local Governments.
Government Code S 8610 authorizes cities and counties to
create, local disaster councils by ordinance. These
local councils may develop emergency plans. The purpose
of such plans is to provide for the mobilization of
local resources in the event of a disaster. The
governing body may, by ordinance or resolution,
authorize the public officers, employees, and registered
volunteers to command the aid of citizens when necessary
to assist disaster aid. Government Code S 8610 enables
cities and counties to make rules and regulations for
the Disaster Councils. Cities and counties may carry
out mutual aid on a voluntary basis, may enter into
agreements toward achieving mutual aid. Cities and
counties may recommend rules to the director of the
local OES.
V. PRESERVATION OF LOCAL GOVERNMENT DURING EMERGENCY
In order to preserve law and order during an emergency, and
in the aftermath of such an emergency, local government must
continue to function (Government Code S 8635.)
A.
Succession. _
Government Code S 8639 provides that each political
subdivision may provide for succession by appointing
three standby officers each for the Chief Executive and
each member of the governing body. Each standby's
qualifications should be investigated. (The Office of
Emergency Services may assist in their investigation.)
All investigations must be made with the consent of the
perspective appointee. These appointees should be
selected from different areas, to ensure the greatest
possibility of survivorship. Each standby must take the
oath of office, and must keep informed of duties and
affairs of the political subdivision, and must report
or duty if necessary. Government Code 8640.

VI. TYPES OF DISASTERS.
The Emergency Services Act applies in general to all
following types of disasters: earthquake, fire, storm,
avalanche tidal waves, air pollution, epidemic, riot,
drought, and sudden and severe energy shortage.
The following types of disasters have some special rules as
noted:
