July 22, 1985 City Administrator directed to meet with the Executive Director of the
Redevelopment Agency to review the memorandum from the City Administrator regarding
expenses of the Council office proposed to be charged to RDA and to consider expenses
the RDA incurs when providing services to other City departments. Report back to the
Council on AUKust 5, 1985.

Move to approve that the Community Development Commission enter into a
reimbursement agreement with the City of San Bernardino Council office
for the purposes of reimbursement of expense.. caused by the Redevelopment
Agency in the amount of $30,000, and the Community Development Commission
also agrees to share in fifty percent of the cost of the improvements to
the City Council conference room expansion on behalf of the City's continued
support in redevelopment activity.

EXPENSES OF COUNCIL OFFICES TO BE CHARGED TO REDEVELOPMENT AGENCY
At the requeet of the Community Development Commission, I met with the City
Adminietrator, Mr. Matzer and the Executive Aesistant to Council, Mr. Arvizo for
the purpose of determining an equitable charge to the Redevelopment Agency for
increased administrative expeneee to the City Council Office budget brought
about as a result of the double workload due to the Council Membere acting as
the Board of Directors for the Community Development Commission.

While I did not dispute the estimated percentage that the City Adm1nietrator's
report indicated on Auguet 8, 1985, I did point out my concern over the
functional requirement that may ariee between the Council office and the Agency
office for paseing back and forth credits for various services.
It seemed appropriate to recommend the funding of an amount adequate to support
a etaff position for the Council that would offeet the increased workload
thereby alleviating any necessity for aforementioned credite for items such as
copy paper, travel, etc. Mr. Arvizo had indicated that the amount of $30,000
would fund the staff position at a level commensurate with the responsibilities.
In addition, we agreed that capital improvements, especially in the case of the
expansion of the conference facilities for the Council offices, was of direct
and indirect benefit to the Agency and I could support recommending fifty
percent of the cost for those improvements.
On Tueeday, August 20, I presented my recommendations to the Redevelopment,
Committee and the following recommendation came as a result of the diecussions
at that meeting.

Commission enter into a reimbursement agreement with the City of San Bernardino
Council office for the purposee of reimbursement of the expenses caused by the
Redevelopment Agency in the SIIount of $30,000, and the Community Development
Commission also agrees to ehare in fifty percent of the coet of the improvements
to the City Council conference room expansion on behalf of the Council's work
and continued eupport in redevelopment activity.
