Synopsis of Previous Commission/Council action:
-In April 1984, the Mayor and Common Council approved funding in the amount of
$30,000 for architectural and engineering services for a 5,000 square foot
community center in Nicholson Park.
-On May 23, 28, 30, and 31, 1985, the Mayor and Comrron Council considered CDBG
construction financing for the Nicholsoon Park Community Center but did not
approove any funding for this purpose.
-On May 31. 1985, the Mayor and Common Council appropriated $30,000 from the FY
85/86 CDBG grant to fund a recreational program for Nicholson Park over a three
(3) year period ($10,000 per year).

discussed funding for the Nicholsoo Park ChnmnTlity Center. '!he Chmnittee

Chnnnmity Developoent Block Grant Program as follows:

Since the Ways and Means Chmnittee took its initial actien, staff has
determined that more :funds are available fran the EY 84/85 Contingency 1\cc::omt
than was orginally thought. Briefly, additiooal. CD83 ccntingency :funds were
encumbered for the Valley Truck Farm Sewer Project When, in actuality, the
difference between the initial and revised cost estimates came fran left over
Jobs Bill :funds ($96,000) and a loan fran the City's S-r line Construction
:FUnd in the am:>unt of $188,000. '!he net effect of this over-encl.lllbrance is
that $499,705 was carried over fran the EY 84/85 Contingency J\coo\mt, rather
than the $265,555 figure originally provided to the Chmnittee.
Based en the above, staff is r~ing that the entire Camnunity Center
ocnstructien cose estiamte of $400,000 be taken fran the EY 84/85 Contingency
Account, leaving a balance of $99, 705. ~oval of this r~.eOOation would
d::>viate the need for a loan to the CD83 program fram the City General :FUnd,
and would reduce the effect on future CDBG grants, inasJllllC'h as the cooo
program IIIUllt pay back to the City the $188,000 loan fran the Valley Truck Farm
Project.

RESOLUTION OF THE CITY OF SAN BERNARDINO APPROVING FUNDING
2 FOR NICHOLSON PARK COJUIUNITY CENTER USING COMMUNITY DEVELOPMENT
BLOCK GRANT CONTINGENCY FUNDS.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
4 OF SAN BERNARDINO AS FOLLOWS:
5 SECTION 1. The Mayor and Common Council of the City of San
6 Bernardino hereby allocates $400,000 from Community Development
7 Block Grant Funds Contingency Account for 1984-85 as construction
8 funding for the Nicholson Park Community Center. The staff of
9 the Community Development Division of the Redevelopment Agency of
10 the City of San Bernardino and the staff of the Department of
11 Parks, Recreation and Community Services are directed to execute
12 a Memorandum of Understanding for the use of Community
13 Development Block Grant funds for the construction of the
e:> 14 Community Center at Nicholson Park, which Memorandum shall
15 provide for expeditious construction of such facilities, to
16 ensure the availability of this public resource at the earliest
17 practicable time.
I HEREBY CERTIFY that the foregoing resolution was duly
