STAFF REPORT
In April, 1984, the Mayor am Chmrnn, Council awroved funding in the 8IIDlIl1t of
$21,600 for the Optial House's Family H.O.P.E., Program, an outreach program
for victims of danestic violence. '
During the latter part of Py 84/85, it was brought to the attential of 1\gency
staff that Optial House was undergoing sane administrative am organizatiooal
difficulties. Staff met with Optial House administrators am requested
certain changes in the organization's requests for reiDibursement. Based upcn
staff's review of certain documents am the CIB3 funded outreach program, it
was determined that there was 00 dr~ff in the level or quality of services
provided by Optial House. At that point in time, Option House (:'N!IIII"Tlced its
administrative am organizatiooal changes.
~ile these changes were OD3oing, Optial House sul::8nitted a proposal for Py
85/86 CDOO funding. During the discussion by the Chmm'rrlty Developoent
Citizens' Advisory Camnitee of Options House's prqlOSal, all of the above
informatial was brought to the Camnittee's attention. 'lbe Camnittee voted oot
to r~ Optial House for funding at that time, but to wait until the
organizatiaial changes were OOIIpleted am invite Option House to address the
Camnittee at a later date.
On August 8, 1985, lJ:n Indreiri, President, Option House Board of Directors,
presented a report to the Camni ttee delineating the various actions taken to
restructure the Option House Board, organizatial and staffing level. Mr.
Indreiri also provided detailed information aI the proposed Py 85/86 program
am the budget. Based upon Mr. Indreiri' s presentatial am the information

Dear Members of the Committee:
We are resubmitting our request to seek continued
funding of Option House's Outreach Program now located at
3200 North "E" Street, San Bernardino.
The total budget for 1985-1986 for Outreach is $43,842
and our request for reconsideration is $21,500.

As stated in my conversation with Mr. Hendersen on May 3,
Option House has been totally reorganized and is under new
management. Mrs. Chapman, former Director, left the program
in February and the total program and the Board of Directors
has been restructured.
o
Since the relocation of the Outreach center in March,
many goals and programs have been added to the overall program.
On June 25, the Outreach volunteer training sessions will
begin and will be held four times a year. The training
covers a total of 20 hours and a certificate of completion
is presented to the volunteers who will then assist with
staffing, peer support, and the twenty-four hour hotline.
Community members volunteer their time to train the volunteers
in their area of expertise. Included will be listening skills,
The Police and domestic violence, Crisis Intervention, Pair
Bonding, Family Therapy, Child Abuse and shelter policy.
Outreach holds two support groups a week for women leaving
shelter to set up housekeeping on their own and for women who
are still living in the domestic violence situation. These support
groups are held in six week intervals and clients seeking
further counseling are referred to a licensed MFCC. As we
grow more sessions will be added to our existing ones. The
Clients desiring this service are required to fill out a
six-week application for group service.

option House's Outreach also services walk-in clients.
They are required to fill out an intake form. These are people
who do not call first or want to attend groups, but just need
someone to talk to.
A home visit program is part of our follow-up for clients
leaving the shelter. The staffing of the telephone is very
important and we have a telephone lo,tg designed to gather the
statistics necessary for our funders. Our established twenty-four
hour hot line is currently staffed and will continue to be
staffed by volunteers completing the volunteer training.
A special program for the prevention of domestic violence
has been designed for the San Bernardino School District.
Talking to community groups is a vital part of Outreach. Each
week, time is spent educating people by speaking to different
groups, service clubs and other organizations about domestic
violence.
Currently, we are working with Sharon Haag from the Sheriff's
Department on developing a resource brochure for Domestic
Violence, Child Molestation and Abuse, Rape and other violent
crimes.
Flyer and media attention has recently focused on the
Outreach program and as a result our united of service have
increased over 1984 by approximately twenty percent.
We sincerely hope that you will look with favor on our
request and all clients served are verifiable by means of an
inhouse intake record which is signed by the client.

Child Protective Services, Department of Public Social
Services wishes to express its support for Option house,
Inc.' application for re-funding for the 1985-86 FY.
This program for victims of domestic violence which
provides both shelter and other supportive services is
greatly needed by the East Valley area in San Bernardino
County.
Family violence and child abuse/neglect are frequently inter-
related problems, consequently Option House' program is a
resource consistently used by Child Protective Services
staff. A cooperative relationship exists between CPS and
Option House.
We feel that Option House has provided a valuable service in
the problem area of domestic violence and we fully support
their application for re-funding.

The Office of the District Attorney has learned that Option
House, an organization which provides services to battered
women and their children, is in the process of requesting
additional funding to carryon their important work.
Our office has always supported the work of Option House and
believes that they provide a much needed-service in the
community to victims and their families. I understand that
Option House has recently reorganized and will be able to serve
an even larger population as a result. However, this necessary
work will also require more funding.
The Office of the District Attorney therefore supports the
effort on the part of Option House to qualify for extra funding.

When I was the Judge of the Colton Judicial District,
I became very aware of the services provided by Option
Bouse which was then housed at the Washington School.
Option Bouse, through its paid staff and volunteers
provided a haven for many women and their children who
were the victims of domestic viOlence.
In more recent times, Option Bouse has expanded its
outreach program in many areas to include counseling, job
referral, housing searches, etc.
Based on Option Bouse's past performance, and the
tremendous need in the community for facilities of this
type, I strongly recommend Option Bouse for funding.

The Option House is a program dedicated to providing shelter
for women and children who are victims of domestic violence.
Until recently the shelter fell far short of meeting the
standards which should be expected of these types of prog-
rams. However, during the last year, the Board of Dir-
ectors has greatly strengthened itself. They reorganized
their program and upgraded the quality of their services.
This agency has the potential for taking a leadership role
in providing such services in this county.
