PROPOSED ORDINANCE PROVIDING FOR MOTION PICTURE AND TELEVISION PRODUCTION PERMITS Ordinance MC-466, adding Chapter 12.64 to the Municipal Code, was adopted by Council action on July 15, 1985 as an emergency ordinance. 2. PROPOSED INCREASE OF DEPOSIT FOR NEW REFUSE ACCOUNTS . - The Committee directed Director of Public Services Moreno to determine the appropriate amount of deposit for residen- tial refuse service and report back to the next Legislative Review Committee. It was recommended that one month's billing be considered as appropriate. 3. PROPOSED ORDINANCE AMENDING MUNICIPAL CODE CONCERN- ING CUP AND VARIANCE PROCEDURES - After lengthy discussion with the City Attorney and Planning Director, the Committee approved the language in the proposed ordinance to reflect that.a deviation fee shall not be imposed. and recommended approval by the Council. 4. PROPOSED ORDINANCE AMENDMENT RELATING TO PAVEMENT OF IMPOUND YARDS - The Committee directed the City Attorney to amend the language in the proposed ordinance to reflect the exception of .parking and storage in impound yards.. Tbe Committee further directed that a thorough review be made to determine if the improvement and maintenance of unpaved yard should be required prior to the issuance of a CUP and that o . 000 the ordinance be brought back before the Legislative Review Committee for final approval. 5. DISCUSSION - ORDINANCE AMENDMENTS CONCERNING BOARDS AND COMMISSIONS - The City Attorney briefed the Committee on the need for amendment of ordinances concerning the terms of Board and Commission members. After discussion, the Committee directed the City Attorney to draft a proposed ordinance amending that portion of the ordinance pertaining to terms of Board and Commission members and to present it to the Committee for their review and recommendation to the full Council. 6. LOCOMOTIVE - The Committee directed the Park and Recreation Director, in view of the appraisal of Viaduct Park Property and the position of the State Railroad Museum to meet and propose their recommendation to the Legislative Review Committee within thirty days. 7. ABANDONED VEHICLES - The Committee directed the Chief of the Fire Department, City Administrator and City Attorney to develop a mechanism by which the City can assess the cost of towing of abandoned vehicles against the property owners and report back to the Committee. . 8. INTERIM SCHOOL FACILITIES FINANCING ORDINANCE August 8 - Item continued. An in-depth discussion by Commit- tee, City staff, representatives of San Bernardino City Joint Unified School District and Building Industry Association, of the proposed ordinance establishing a requirement for payment of school impaction fees by developers was conducted by the Committee. The Committee directed the City Attorney and School District Attorney to re-draft the proposed ordinance to reflect the language of the requirements and procedures as agreed upon during the discussion. IMPACT FEES - The Committee recommended that resolu- tions, as amended, without the student generation and fees, be approved. The BIA report will be provided for the Com- mittee's consideration at a special meeting to be held September 5, 1985, at 2:11 p.m., in the Redevelopment Agency Conference Room. Meeting adjourned.
