Council approved contract with Greer and Co. for the traffic analysis for the Verdemont Area Plan EIR, (Resolution 84-96), ($8,850). Council approved a first amendment with Greer and Co. for the alignment and preliminary design of the Meyers Road extension, (Resolution No. 84-347), ($3,300). March 5, 1984 Recommended motion: That the Mayor and Council amend the consultant contract with Greer and Company for the purpose of analyzing the Planning Commission recommended land use alternative for the Verdemont Area Plan. ~. On April 9, 1985 the Planning Commission recommended a land use alternative that differed significantly from the alterna- tives previously analyzed. The difference respected a request from CalMat Company -- a large property owner in the area -- that its holdings west of Cajon Boulevard be desig- nated for industrial purposes rather than mineral resource zone, which would allow mineral extraction. CalMat maintains that the area is unsuitable for extraction due to its isola- tion created by the various railroad and flood control improvements. Planning staff has ingness to pay for above modification. Company agreeing to contacted CalMat Company as to its will- the additional analysis required for the Exhibit wA. is a letter from CalMat underwrite such an expense. Exhibit .BW is a letter proposal from Greer and Company outlining the expenses anticipated for the additional analy- sis. The additional amounts in the letter are not applica- ble, as such, staff has edited the letter proposal. Reqnest.: The Planning Department staff requests that the Mayor and Council approve the amendment of the contract between Greer and Company to allow for analysis of an additional land use alternative for the Verdemont Area Plan. The consultant proposes to provide said services for $1,480. This letter authorizes you to proceed with your traffic consultant, Larry Greer & Co., to perform the additional analy- sis necessary to complete the area plan's circulation element. It is my understanding that the cost to perform this work will be approximately $1,500. RE: Verdemont Area Plan Contract Addendum (107-01) , . Dear Mr. Running: It is our understanding that the Verdemont Citizen Advisory Committee has developed and agreed upon an additional land use alternative for the Verde- mont Area Plan. Based on our phone conversations and an examination of the land use alternative, we are pleased to submit this contract addendum to analyze the additional alternative and to prepare the traffic and circulation section of the Area Plan. As specified in ou~ a~eement (Resolution No. B4-96) for traffic consulting services in connection with preparation of the traffic and circulation analyses for the Verdemont Area Plan, our analyses invol.ved the forecasting of traffic for four land use alternatives. The agreement and resolution also specifies that we will prepare a screencheck draft traffic and circulation analysis report. As you are aware, to-date we have completed the work necessary for the draft EIR. Additional work, over and above that specified in the original agreement, will be required to analyze a fifth alternative. We have estimated the cost to conduct the analyses of a fifth alternative at $1,480. This includes the necessary staff time required to conduct the additional analYsis and prepare the addendum for the EIR in letter report form. As we ~ave discussed during the course of the project, you are anticipating that an additional circulation plan report be prepared for the selected land use alternative for inclusion in the Area Plan. Basically, the circu- lation plan report would be a summary of the traffic analysis report in the Elk. The circulation plan report, however, would discuss specific traffic and circulation elements of the selected land use plan. Since the Citizen Aovisory Committee has selected an alternative land use plan that was not included in the EIR, additional work will be required to prepare the circu- lation plan report of the new alternative.
