The moneys distributed under this program are derived from the State General Fund. Grants from the Office of Criminal Justice Plan- ning also take the form of local assistance grants. As a group, these grants are intended to promote the use of advanced management techniques within law enforcement. These techniques, as apply to the C-CAP program, include the sophisticated management of criminal records through automation, the consolidation of this information to afford the basis for analysis directed at identifying career and habitual criminals. An emphasis of the C-CAP program is the identification of repeat, or chronic offenders so as to allow for enhanced prosecution and extended sentences. The C-CAP grant to the Police Department was initiated in June of 1983. The duration of the grant period is 42 months. This grant is divided into three phases, each with specific goals. Phase 1 Development of acrime analysis unit which provides central access to all personnel. (June 1983 - November 1984) Phase 2 Development and implementation of improved management of patrol operations. (June 1984 - November 1985) Phase 3 Development and implementation of improved management of criminal investigations. (July 1985 - December 1986) The total award to the City of San Bernardino under this grant is $487,718.00. This money is to be dispersed over the 42 month grant period. Included in this amount is a state mandated hard-match with City money for the amount of $118,718.00. The City's match for the first year was $8,333. The second year (FY 1984-85) was $35,000. The third year (FY 1985-86) will be $75,385. 75-0264 o o o o 1 RESOLUTION 2 RESOLUTION OF TIlE CITY OF SAN BERNARDINO ACCEPTING GRANT AWARD FROM OFFICE OF CRIMINAL JUSTICE PL&~NING FOR CAREER CRIMINAL 3 APPREHENSION AND PROSECUTION PROGRAM FOR TIlE PERIOD JULY 1, 1985, TO DECEMBER 31, 1986. 4 BE IT RESOLVEiJ BY THE MAYOR AND COMMON COUNCIL OF TIlE CITY OF 5 SAN BERNARDINO AS FOLLO..S: 6 SECTION 1. Recitals. 7 A. The Office of Criminal Justice Planning of the State of 8 California has previously granted to the City of San Bernardino 9 grant awards covering the grant period fro~ June 1, 1983 to 10 November 30, 1985, and now has offered the City of San Bernardino 11 a grant award covering the grant period from July 1, 1985, to 12 December 31, 1986. This award is in the amount of $140,000, 13 conditioned upon the City's matching such award by applying funds 14 of its own in the amount of $75,385, for a total budget of 15 $215,385 for a Career Criminal Apprehension and Prosecution 16 Program. The estimated project cost for this period is $215,385. 17 B. The City of San Bernardino desires to continue that 18 certain project designated Career Criminal Apprehension and 19 Prosecution Program to be funded in part from funds made available 20 through State General Funds and in part from City General Funds. 21 SECTION 2. Implementation. 22 A. The Mayor of the City of San Bernardino is hereby 23 authorized and directed to execute formal acceptance on behalf of 24 the City of San Bernardino of the grant award from the Office of 25 Criminal Justice Planning of the State of California for 26 continuation of such Career Criminal Apprehension and Prosecution 27 Program, including any extensions or amendments thereof, such 28 award being accepted for law enforcement purposes. c o o o 1 B. The City of San Bernardino covenants and agrees that it 2 will provide all matching funds required for said project 3 (including any extension or amendment t;lereof) under the Career 4 Criminal Apprehension and Prosecution Program and the rules and 5 regulations of the Office of Criminal Justice Planning, and that 6 cash will be appropriated as required thereby. 7 C.
