STAFF REPORT
The Newspaper Incentive Program was established in 1978, where newspapers are
collected by Refuse Residential Crews in metal side racks attached to all Re-
fuse units. The paper is stored at the City Yard, hand sorted by County Work
Sentence participants and, as per contract, is sold to Central City Recycling
Company located on South "G" Street in San Bernardino.
40% of the received revenue is distributed to the Refuse Revenue Fund - Sale
of Newspaper; 40% to a revenue account to be used as employee incentive; and
20% to the Sun Company for their charitable Lend-a-Hand Program.
For FY84-85 (including a recent payment) almost $500.00 was paid to the Lend-
a-Hand Program.
