Synopsis of Previous Council action:
None
Previous Planning Commission action.
At the meeting of the P1anninp. Commission on July 16, 1985, the following
recommendation was made:
The application for Change of Zone no. 85-7 was unanimously recommended
for approval.
The negative Declaration for environmental review was approved.
Recommen<:led motion:
To approve the responses to comments and to adopt the Negative Declaration for
environmental review which has been reviewed and considered.
To approve, modify or reject the findings and the recommendation of the Planning
Commission and direct the City Attorney to prepare the necessary amendments to
the Zoning Ordinance.

This item was continued from The Planning Commission meeting of April
2, 1985 in order to allow The Commission an opportunity to review the
projected land uses for the East Highlands General Plan Revision study
area. The scheduled July 9, Commission study-session for said plan
revision was cancelled due to a lack of a qua rum and rescheduled for
August 13, 1985.
The East Highlands General Plan Revision currently projects a light
industrial land use on the site and surrounding properties. Said
designation would permit all industrial zones excluding the M-2 General
industrial zone. The C-M Commercial/Industrial zone which permits both
commercial and industrial land uses would also be considered a permitted
zoning designation within the light industrial General Plan designation
provided the location is deemed appropriate relative to surrounding
compatible land uses, zoning and street system.
The original staff recommendation for denial of the requested change of
zone based upon the observations contained in the staff report remains
as originally stated.

1. The proposal is to change the land use zoning district from
M-lA, Limited Light Industrial to C-M, Commercial-Manufacturing.
The site consists of approximately 10 acres and is located on the
west si de of Lankershi m Avenue between Fi fth and Thi rd Streets.
2. The San Bernardino General Plan designates the site and
surro~nding properties to the north, east and west for Light
Industrial to which the proposed C-M Zone would be consistent.
Norton Air Force Base is located to the south across 3rd Street.
The subject property is currently developed with a commercial
building, legal nonconforming multiple family units and a single
family residence. Property located to the north is within the
County and is currently developed with a single-family residence,
property to the west is zoned M-lA and currently vacant,
surrounding property to the east across Lankershim is zoned C-3A
and M-1A and is partially developed with a commercial use.
3. Due to the site's proximity to Norton Air Force Base, the site
falls within the guidelines of Airport District Five (ADV) which
is characterized as having high noise levels. According to the
development criteria of the AD-V, all new development is to
incorporate a noise level reduction of twenty decibels for
appropriate structures and land uses. The current General Plan
and zoning designations are compatible ~thin the AD-Vas is the
proposed C-M zone.
4. The current M-lA Zone permits primarily industrial type of land
uses excluding retail/commercial uses. The M-lA Zone also provi-
des greater development standards than typically required in
other industrial zones including the C-M Zone.
5. By contrast, the C-M Zone permits both commercial and industrial
types of land uses either by themself or in combination with each
o th e r .
6. The subject property is located within the pending Highland
Community Development Plan area which the City Planning
Department is preparing per the direction of the Mayor and Common
Council. Several staff land use and General Plan alternatives
have been prepared to date and are currently pending Committee
review. Each of the three alternatives do not include a specific
reference to commercial use on the subject property but rather
are designated for industrial related use.

7. A review of the surrounding land uses along 3rd Street and to the
north of 3rd Street depict a conglomerate of land uses including
single-family, multiple-family residential, commercial and
industrial land uses with no predominant development trend. A
change of zone to C-M at this time would perpetuate the existing
land use inconsistencies in the area rather than unifying them
toward a common development pattern which the M-lA was originally
intended to do.
RECOMMENDA TI ON
The Planning Department recommends that the requested Change of Zone
from M-1A to C-M be denied based upon the conclusions of the preceding
observations.
