At the July 15, 1985, meeting of the City Council, Agenda Item $-9 was continued
and referred to Councilman Fraizer for review with City staff.
Councilman Fraizer has met with the Real Property Section staff and is aware of
the area and potential. Additionally staff has met with property owners in the
area to answer questions on the annexation.
Of concern is the potential fiscal impact of the enlarged area over the original
proposal. At present, this impact will be minimal. The area is largely undev-
eloped, containing only eight (8) dwelling units at present. 'The original 73
acre area would be developed with 320 how~s, street lights and developed roadways.
however, the remaining area would remain undeveloped. The residents contacted
indicated that at present, they do not want developed roads, but would like
"blade work" on the existing dirt road on a six month maintenance period (approxi-
mately). .There are presently no existing developed roads in the area, except
Cajon Boulevard.
Ultimately, as the area developed, roads, lights, sewers and water lines would
be needed to serve the area, however, developers would bear most of these costs.
As the area would be new, maintenance would be a minimum for the first few years
and developing into a regular maintenance in later years. Sources of income from
the area wQuld depend on development with sales taxes, development fees, permit
fees and util ity taxes making up the bulk of the monies collected.
The 320 units on the original 73 acre proposed annexation could not develop
without City services being supplied and in the event of the failure of the
annexation this development will be delayed until such time as the entire area
is ready to annex and/or other boundary changes in the area initiate a change
in the position of LAFCO.

Action
Protest hearing for Assessment District No. 956 for proposed
maintenance of landscaping in the Carnegie Drive a~ea, was held.
The protests were heard and considered. The hearing t'laS closed.
The Mayor and Common Council found and determined that the public
convenience and necessity require the proposed maintenance of
landscaping in the Carnegie Drive area. The boundaries of the
district were changed to reduce the size of the district by
excluding those properties known as Assessor's Parcel Nos.
281-351-03, 281-351-04, 281-351-05. The Special Assessment,
Investigation and Limitation Act of 1931 shall not apply.
Tt.,o resolutions were adopted (Nos. 85-284 and 85-285) . Re~olution
No. 85-285 is an agreement with Evelyn Brier concerning the 1and-
cc: scaping of the excluded parcels.
