Item No. $-8 on the July 15, Council Agenda was the award of Contract
for Irrigation and Landscape Installation in Assessment District No.
961, Park Centre. This item was continued by request of staff to allow
the new owner/developers of the westerly 145 acres of the development,
time to review and comment on the proposed landscape and irrigation plans.
Plans for the irrigation and landscaping were prepared and the project
was authorized for bidding when approximately 60 percent of the project
was sold to another development firm. Unaware of the plans for the
improvement, the new developers began a comprehensive plan for the
ultimate landscaping of their area. Upon learning of the existing
plans, a meeting was held at the City to discuss the two proposals and
for the developers to review the current plans.
At that meeting, the developer's agents requested that the award of
contract be delayed until they had the opportunity to review the current
plans and 'determine if it was compatible with their developments.
Staff recommended the matter be continued until the August 5, 1985,
Council M~eting. If it was decided to award the contract as bid, the
award could be made at the August 5, 1985, meeting aAd still be within
the'.30 day consideration period allowed by the specifications. It
wou'd .1sd allow the new developers to review the plans, make cost
esti~ates and propose alternatives as well as allow the City staff to
review any new proposals from the developers. The first meeting was
held on July 11, 1985, and no response was expected from the developers
before July 19, 1985.
It is staff's recommendation that the item be continued until the
Council Meeting of August 5, 1985, thereby providing time for the review
and evaluation of the existing plan by the project developers and staff's
review of any proposed alternatives.
