CICV ~F SAN BERNARDO'O - REQUo;T FOR COUt.JCIL AQION
.i,STAFF REPORT
The Mayor and Common Council made an application to annex
approximately 73 acres, generally located north of Muscoy. This
request consi sted of 100% of the property owners. All necessary
requirements were met prior to the hearing by the Local Agency
Formation Commission, whieh was held on May 15, 1985.
At that time, the L'.A.F.C. expanded the annexation to
approximately 325 acres because of what they considered a "finger"
annexation and they did not want to start another "East Side."
The hearing was continued until June 19, 1985, at which time the
L.A.F.C. approved this exp'a"ftd'e1t- an'nexation, finding it to be
logical and an orderly extension of City boundaries.
The total area is legally uninhabited (fewer than 12 registered
voters); therefore, an election will not be held.
The City of San Bernardino is the conducting authority;
therefore, we.must establish a hearing date for the expanded
ann e x at ion , be c a use w e do not h a v e 100 % con s e n t for all pro per ty
owners with the area expanded by the L.A.F.C.
URGENCY CLAUSE
In order to have time to notify the property
owners within the proposed annexation of the
hearing on 8-19-85. and possibly hold an
informational meeting, it is necessary that this
resolution be passed on 7-15-85.
