Bids for this project were opened at 2:00 p.m, on Wednesday, 7-10-85.
A total of 5 bids were received, ranging from $528,063.00 to $693,522.80.
The low bid of $528,063.00 is 14.5% under the Architect/Engineer's Estimate of
$617,373.00. Listed below is an estimate of the total project cost, based upon
the actual low bid price for the Base Bid,
STAFF REPORT
Additive Alternate A is not recommended for inclusion in the contract
due to the soil compaction efforts currently underway in this area,
Additive Alternate B is not recommended due to the proposed new freeway
off-way which would traverse this area,
Soil percolation tests will be done during construction, If the soil
is found to be impervious, then Additive Alternate C will be incorporated into
the contract by change order.
Some of the recently planted trees did not survive. Bid Item No.4 of
the Base Bid is for the replacement of the lDl trees. Additive Alternate D was

included for replacement of up to 50 additional trees. It is recommended that
Additive Alternate D be included in the contract award, since it is likely that
more trees will be identified as in need of replacement.
The Engineer's Report for Assessment District No. 961 included an amount
of $839,125 for installation of an irrigation system and landscaping within the
Park Centre Development. An amount of $126,040 has been expended to finance the
cost for installation of 956 parkway trees by the developer. This leaves an
available balance of $713,085 in Account No. 01-099-999.
We recommend that a contract be awarded to the low bidder.
URGENCY CLAUSE:
It is imperative that the irrigation system be installed as soon as possible in
order that hand watering of the existing trees can be terminated at the earliest
possible date.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO AS FOLLOWS:

SECTION 1. Arthur Shooter Associates, Inc. is the lowest
responsible bidder for construction of a public project, to-wit: construction
of Landscape Improvements in Assessment District No. 961, Park Centre, in

accordance with Plan No. 6760 for the total amount of $529,643.0D, a contract
is awarded to said bidder accordingly for the Base Bid, and Additive

Alternate No. "D", but such award shall be effective only upon the contract
being fully executed by the parties; all other bids therefor are hereby

rejected; and the Mayor is hereby authorized and directed to execute said
contract on behalf of the City; a copy of the contract is attached hereto,
marked Exhibit "lI" and incorporated herein by reference as fully as though
set forth at length.
SECTION 2.

Attached is a copy of the letter from Douglas F. Golding and John Quinton,
dated 7-12-85, requesting that action on award of the contract for in-
stallation of landscaping be delayed.
Approximately J, of the Park Centre Development has been sold to Rancho
ConSultant (RanCon).. The new owner was unaware until very recently that
a landscaping plan had been developed and we were progressing with receiving
bids and awarding a contract. They would like to have an opportunity to
review the approved plans and ascertain if any portion of this design could
be retained and incorporated into their landscaping concept.

Dear Roger:
Pursuant to. your suggestion I am reducing to writing our request to delay
the awarding. of the ParkCentre landscape and irrigation contract.
As you well know,our desire to rt;!view more thoroughly the applicability
of the plans as presently designed does not imply that they are inferior
in any way. Our concern is really two-fold which both the RanCon
consultants and I shared with you and the other attendees. during our
meeting yesterday. Without equivocation, the plant pallet as presently
proposed will not flourish due to the composition of the soil which has
a very high salinity and alkalinity content. This condition has been
verified by two independent soil laboratories whose reports have been
given to city staff. In addition, the planning process of ParkCentre
has evolved over the past two years from what was a broad land use
designation of CM zoning, to the present time of site specific uses.
Which of course, along with this more definitive land planning approach,
comes the attendent considerations which must be addressed, such as
internal pedestrian and vehicular circulation together with surface parking
and structural relationships. An integral component of this process
is the application of landscaping which not only enhances the aesthetics,
but softens and buffers structures and parking elements and brings all
development features together in a cohesive relationship. It is this
degree of site specific planning coupled with the inappropriate plant
material which has brought us to the conclusion that the landscaping
plans as presently designed do not best serve the needs of the project;
and therefore, would not serve the best interest of the city.
Subject to the concurrence of the Mayor and Common Council, we concluded
from our meeting yesterday that the direction for the landscaping and
planning consultants would be for them to, a) critique the present plans
to determine to what extent they could be used, b) accelerate their
planning process to the point of determining appropriate design concept
and applicable costs, c) recommend construction sequence including what
portion, if any, could appropriately be deferred to sub-projects as

developed. With the foregoing information, staff can make a determination
as to whether or not the funds identified in Assessment District 961
are adequate.
Roger, with RanCon as a co-developer on ParkCentre and the extensive
financing they bring to the project, the implementation of on-site
development will accelerate at a very rapid pace, as has the
pre-construction planning process, since their involvement, which has
brought us to this point in time. It has always been my philosophy to
include staff in the planning process so that 'eleventh hour' surprises
such as this do not generally occur. I apologize for this awkward
si tuation; however, these considerations were just recently brought to
the attention of ParkCentre and RanCon. As a result, we immediately
made the city aware of our concerns so that the problem, which could
have a compounded ripple effect on the entire future of the project,
could be addressed.
ParkCentre is the largest most visable mixed use development in the City
of San Bernardino which must be looked upon by the community with pride.
It is to this end that the public and private sectors must work together
in order to achieve the desired results.
