Sixth Ward Jack Strickler . . . . . . . . . . . .S.v.nth Ward Mayor and Common Council City of San Bernardino City Hall 300 North "D" Street San Bernardino, CA 92418 RE: Use of Parking Lots at Perris Hill and Wildwood Parks by YMCA for Christmas Tree Sales At the regular monthly meeting of the Park and Recreation Commission on June 20, 1985, Mr. Tony MinD, Associate Executive Director of the Uptown YMCA, addressed the Commission with a request to use the parking lots at Perris Hill and Wildwood Parks for Christmas tree sales lots. The discussion indicated that the YMCA is interested in having those two lots as their perennial sales sites. The Commission reminded Mr, Mino that when the YMCA was granted use of the lots in December 1984, it was for one year only in order to give them time to find a new location, Commissioner Cisneros stated that before the City allows the YMCA or anyone else to use City lots, it should address such things as who should be allowed to use public property for such uses, will rent be charged or will in-kind services be rendered, and will other than Christmas tree sales be allowed. The Commission feels that the City should develop a policy prior to granting use of any public facilities by private, non-profit interests for activities of the type the YMCA is proposing, Therefore, the Park and Recreation Commission passed the following Motions as extracted from the Minutes of the June 20, 1985 meeting: Motion by Commissioner Cisneros, seconded by Commissioner Byars, that the request by the YMCA to use the parking lots at Perris Hill and Wildwood Parks for Christmas tree sales be denied. Commissioners Simpson and Cooper. Commissioner Jackson. Motion by Commissioner Cisneros, seconded by Commissioner Miles, that the Commission recommend to the Mayor and Common Council that the Parks, Recreation and Community Services Department be directed to develop a feasibility report with recommendations for scheduling the rental of Park and Recreation facilities by non-profit organiza- tions. The Motion carried by the following vote: AYES: NOES: ABSENT: Commissioners Miles, Byars, Cisneros, Simpson and Cooper, None. Commissioner Jackson.
