Synopsis of Previous Commission/Council action:
On May 23, 28, 30 and 31, 1985, the Mayor and Common Council considered FY 85/86
funding for the Veterans Alcoholic Rehabilitation Program (VARP) and other
proposals submitted during the annual CDBG funding process. The Mayor and Common
Council did ~ approve funding for the VARP program.

STAFF REPORT
On May 23, 28, 30 and 31, 1985, the Mayor and C01IDDOn Council coneidered FY
85/86 funding for the Veterans Alcoholic Rehabilitation Program (VARP) and
other proposals submitted during the annual CDBG funding process. The Mayor
and COllllllon Council took action to appropriate $2,007,000 in CDBG funds, but
did not approve funding for the VARP program.
Mr. Charles Burks wrote a letter (attached) to the Agency Executive Director
requesting funding reconsideration of the VARP proposal ($250,000). Also
attached is a copy of the original proposal and relevant response.
Based upon previous action taken by the Community Development Citizens'
Advisory COllllllittee and Mayor and COIIIIIlon Council and in addition to the fact
that the proposal falls under the jurisdiction of the Agency's Neighborhood
Rehabilitation Loan Program (a grant of $250,000 was requeeted), staff
recollllllends denial of the funding reconsideration request.

Dear Mr. McMorran:
Thank you for your continued interest in the Community Development Block Grant
Program.
Your letter of May 5, 1985, asks two (2) important questions. The first
being, why the Veterans Alcoholic Rehabilitation Program proposal for the
1985/86 CDBG was not funded? And secondly, what projects were awarded Block
Grant funds? Let me answer the second question first.

No projects have been awarded funds at this time. "Awards" will be made
following the Public Hearing on the 1985/86 Statement of Community Development
Objectives and Projected Use of Funds. The Hearing was be held on Monday, May
20, 1985 at 11:00 a.m., in the City Council Chambers. However, the public
hearing was continued to May 23, 1985 at 3: 00 p.m., in the Redevelopment
Agency Board Room. You are encouraged to attend and speak about your proposal
and any aspect of the overall CollllllUDity Development Program.
What has transpired at this time is as follows:

The Community Development Citizens' Advisory ColllDittee spent
approximately 81x (6) weeks reviewing and evaluating 56
proposals for CDBG funding consideration work approximately
twenty million dollars ($20,000,000).

The Advisory Committee recommended to the Mayor and Common
Council that certain projects be funded. Recommendations were
based on several factors including: a) eligibility under
Federal Regulations (HUD); . b) Prioritized objectives which
the Community Development Citizens' Advisory ColllDittee and
Mayor and Common Council set to meet National Community
Development Objectives; and c) dollar amounts, approved by
the Mayor and Common Council for specifiC program categories
of projects which fit the objective(s), such as "Housing
Rehabilitation Loans", "Economic Development", or "Public
Services" .

The categories under which your proposal fit was ~eighborhood Rehabilitation
Progr..-. which provides low intereat loans for housing and _ercial loans
and capital iaproveaenta in deteriorating neighborhoods.
Several meabers of your staff and Board of Directors have been informed during
phone conversations with ~ staff of the existence of the rehabilitation loan
progr.. and that the RehabUitation Coordinator. Mr. Maurice Oliva. would be
happy to discuss the possibility of a loan to accOlDplish the rehabUitation
work you require. Additionally. those HJie persons have been provided the
information that the entire capital improveaent category has only *440.000 for
all projects considered. In view of the fact your request was for U50.000 of
the *440.000 available. the CoIIII1ttee felt your proposal would not allow for
furtherance of on-going projects within the Capital Improvement category, or
allow for uz1laua benefit for the cOlll8UDity at large.

that VARP serves a need for the veterans we serve.

The residential care facility useage and exemplary track
record of VARP, Inc. has,proved to be an asset to the
Jerry L. Pettis Memorial' Veterans Hospital. Through VARP
we have reduced the expenses of care for treatment of the
suffering alcoholic.
I am convinced that expanding the residential care facility
will allow us to increase our own capabilities. The contractual
arrangement we have had with VARP since 1980 has proven
to be viable and meaningful.
My thanks to you and the committee in their ability to coalasce
community efforts to provide a much needed service.

DEFINITION
VARP believes aDd endorses that alcohol dependence is an illness
in which an individual's ingestion of alcohol repeatedly inter-
feres with health, job performance, famly welfare, and/or
interpersonal relationships.
PHILOSOPHY
The philosophy of this program is that alcoholism is a treatable
dilease that not only affects the addicted person. but also any-

- one who 'has contact with him/her. -tD..'~ARt progra"--is- structured -
on the belief of total abstinence for the resident and provides
an alcohol-free environment with qualified personnel who will
assist the alcoholic person and his/her famly members. We also
bring friends. neighbors. employers, or anyone whose life has
been affected by the disease of alcohol dependence into the re-
covery process. These non-residents must be alcohol-free while
on the premses.

TARGET POPULATION
The VARP recovery program is directed to male alcoholi~a between
the ages of 18 and 6S years of age, and who 18 a reaident of San
Bernardino County or, if apace 18 avanable. any alcoholic seeking
aasl8tance. They must have adadtted to having an alcohol problem

and must be willing to seek a new lifestyle geared to obtaining
and maintaining sobriety.

GOALS
To educate the alcoholic to the full nature of hie dbe..e
end return him to aociety aa a productive human being, uaing
tbe recovery program, Alcoholics Anonymous and coamunity
resources as supportive elements in his continuous sobriety.
OBJECllVES
1. To provide primary an,d supportive services to alcoholic ...n
for a period of ninety. days, with an annual resident total
of 110 ...n.
2. That 70t of the residents vill complete the first thirty
days of the program.

3. That 901 of the residenta in the recovery program will
develop a written recovery plan within 14 days.
4. That 65'Z. of the ...n c_pleting 30 days will c_plete the
90-day program.
5. That 90t of those c_pleting the 90-day program will deve-
lap an exit plan.
6. All residents will be introduced to community resources.
7. All residents will be introduced to and attend A.A. meetings
as an On going aupport system for sobriety within the first
fourteen days of the program.
8. That 30t of the residents dischsrged from the program will
becOllle ...mbers of the Alumni Group.
9. That 90t of the residents will c_p1ete the 12 Steps by the
end of 90 days.
10. That 60t of the residents involved will become involved in
work or vocstional training after c_pleting 60 of the 90-
day program.

involved in an effort to reestablish relationships with
family or loved ones during the first 30 days of the pro-
gram.

ACTIVITUS
1. Encourage the resocialization of the alcoholic by

partlcipation in community recreational activities
and involvement with self-help groups and aaaociatioll8.
2. Aid the recovering alcoholic in developing his job
skills by utilizing vocational rehabilitation and
educstional programs available in the community.

3. Assist the recovering alcoholic in becoming independent
by creating living situations in which they assume
responsibility for the tasks within the program and
participate in the internal policymaking of tbs resi-
dential community.
4. Encourage the family and spouses of recovering alcoholics
to be active participants in the recovery process through
family oriented groups and social activities within the
residential community.
S. Encourage the residents to continue their participation
in the program sfter discharge by a program follow-up,
involvement including groups of ex-residents (Alumni Group),
social activities snd provisions for volunteer services
within the program.
