STAFF REPORT
In September, 1984, Norton Air Force Base contacted the Public Services De-
partment inquiring about the possibility of purchasing 95 gallon containers
to service 264 units for enlisted personnel and officers quarters on the
base.
In June, 1985, Norton awarded the contract to Turn-Key Container Systems,
Inc. to supply the necessary 90 gallon containers. In order to service the
larger containers, the Public Services Department will have to purchase and
install 2 container lifts @ $3,220 each or total of $6,440.
As noted in the Memorandum to John Matzer, Jr., City Administrator. dated
September 26. 1984, the allocation of funds was requested to enable the de-
partment to analyze usage of the larger sized containers for mobile home
parks and other similar facilities.
An increase has incurred in the overall cost since first being submitted
for consideration.
Attached are copies of all correspondence which should answer any questions.

Dear Mr. Moreno,
Pursuaflt to our telephone conversation on above date the following is
subbmitted:
Turn-Key Container Systems, Inc. has been awarded the Norton AFB,
California bid, to supply 90 gallon plastic semi-automated containers to
the base residential personnel. The implementation of this collection
system will require the city to have installed two of our sole source
containers flippers on their current rear loader collection vehicles. To
allow for the expeditous installation of the two units, the city will be
required to send the vehicles to our manufacturing plant in Sylmar,
California.
We ask that the vehicles be made available for three days, Monday
through Wednesday afternoon, Please see attachment for the address of
our plant.
The cost per unit installed will be $3,220, tax included. Total cost will be
$6,440.00.

The Public Services Department is presently- providing residential I'cfuse scr-
vice, under contract, to approximately 2&4 units for thc enlistcd pcrsonnel
and officers quarters at Norton Air Force Base, Currently 32 gallon galvan-
ized containers are picked up twice per week on !uesdays and Fridays.
Norton Enginecdng Department is rcviewing the possibility of purchasing, at
their own expense, approximately 300 - 95 gallon. containcrs with wheels, for
the approximate cost of $55,00 each for use at the base housing. This would
requirc the Public Services Refuse Section to purchase 2 lifts to be mounted
on 2 residcntial trucks, The estimated amount for purchasing and mounting
would be approximately $5,000.00 or $2,500,00 pcr unit. This would allow the
Public Services Refuse Section to analyie this type of service which could,
i,f proven successfui, be appl ied to all of our mobile home parks within the
City nf San Bernardino and i~ the Highland area,
If the mobile home parks would agree to service being provided with,
. containers being picked up once a week it would be cost effective.
it would take approval of the Mayor and Common Council to change to
week pickup if the City ~Iere to provide the containers.
I am recommending $5,000,0.0 be allocated from the Refuse Reserve Fund 'for the
2 lifts as soon as confirmation is received from Norton Air Force Base that
they will be purchasing the con~ainers.
