Agency D:II' June 26, 1985 Synopsis of Previous Commission/Council ection: In April, 1985, the Mayor and Common Council consIdered continuation of funding for the Economic Development Council. The EDC serves as the City's OEDP Committee. Staff was instructed to study the functions and responsibilities of the OEDP Committee and report back to Council. Recommended motion: (MAYOR AND COMMON COUNCIL) That the Mayor and Common Council consider setting a date for a workshop regarding the functions and responsibilities of the OEDP Committee and discussion of the .. " ." , " ,,', CIT'OF SAN BERNARDIA - REQUE~ FOR COUNCIL AC-r1tN tit .. .. 71-0264 STAFF REPORT During the April 15, 1985 special Agency meeting, staff was asked to research the role, function and responsibilities of the Overall Economic Development Planning Committee (OEDP) and prior Council actions, if any, relating to the discharge of those functions. The Economic Development Council (EDC) serves as the City's OEDP Committee. In researching this issue and in discussions with the City's Economic Development Representative, Ms. Marilyn Williams of the Economic Development Administration (EDA) , staff feels the Mayor and Common Council might be best served by participating in a workshop involving all of the responsibilities of the OEDP committe. Ms. Williams has indicated she could attend such a workshop to respond directly to any inquiries the Mayor and Common Council may have. Prior to the establishment of a date for the proposed workshop, the Mayor and Common Council should be aware of the EDA regulations governing the OEDP committee. Part 304 - Overall Economic Development Program - under Section 304.3(b) states as follows: "The Area OEDP committee shall be representative of the community so that all viewpoints are considered in discussion and decision making and all available local skills are engaged in program formulation. Representation on the committee shall include representatives of local government (county, city and town), business industry, finance, agriculture, the professions, organized labor, utilities, education, minor1t1es and the unemployed or underemployed. Thirteen (13) CFR Part 311 of this chapter, as implemented by the Civil Rights Guidelines, contains the requirements for the specific representation of minority groups. II Setting a date for a workshop will allow for a full and complete discourse on these and related issues by the Mayor and Common Council. June 1985 953L
