Attached is a proposed resolution amending Resolution No.
79-470 to change the no parking limitations on certain
designated streets to cover the period from 7:00 a.m. to 9:00
a.m. instead of 4:00 a.m. to 9:00 a.m. These time periods of
no parking are for street sweeping.
This resolution is recommended by Wayne Overstreet, Superintendent,
Public Buildings/Parking Control, and Councilman Ralph Hernandez,
who requests that it be placed on the agenda for a regular council
meeting in June. The proposed resolution is presented to you to
prepare the necessary Council Action form and to coordinate its
placement .on the agenda for June 17, 1985.

RESOLUTION OF THE CITY OF SAN BERNARDINO AMENDING RESOLUTION
NO. 3985 ENTITLED IN PART "A RESOLUTION . . . PROHIBITING PARKING
UPON CERTAIN DESIGNATED STREETS OR PORTIONS THEREOF. . . "1 AND
AMENDING THE NO PARKING LIMITATIONS ON CERTAIN DESIGNATED STREETS
FOR STREET SWEEPING PURPOSES TO COVER THE PERIOD FROM 7:00 A.M.
to 9:00 A.~I.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. Resolution No. 3985, which prohibits parking
upon certain designated streets or portions thereof, Section A
is hereby amended to read:
"(A) On the second and fourth Fridays of every month,
between the hours of 7:00 a.m. and 9:00 a.m.
(1) HILLCREST STREET, between "I" Street and "K"
Street
(2) GRA.~T STREET, between "I" Street and "K" Street
(3) HAZEL STREET, between "I" Street and "K" Street
(4) JEFFERSON STREET, between "I" Street and "K"
Street
(5) ESPERANZA STREET, between "I" Street and "K"
Street

Since January 1980, when a test area for street sweeping was adopted by
the Mayor and Common Co~ncil (Reference Resolution No. 79-470, dated Nov-
ember 20, 1979, attachment 11), between "I" and "K" Streets, on Hillcrest,
Grant, Hazel, Jefferson, [speranza, Mill, "I" and "J" Streets and Maryess
Drive (attachment 12), the residence have objected to the enforcement of
the "No Parking" between 4:00 a.m. and 9:00 a.m..
This test project has improved the appearance of the street and the area.
Because of our hours of enforcement for no parking (4:00 a.m. to 9:00 a.m.),
we have averaged twenty-three (23) parking citations per month, this has
caused some anxiety for the residence and the parking enforcement personnel.
We have attempted to over come some of those o~jections, and we believe that
we have arrived at a solution that would relieve the tensions and objections
of the residents in the area, and still achieve the objectives of this project.
J. Revising hours of sweeping from 4:00 a.m. to 9:00 a.m. to 7:00 a.m.
to 9:00 a.m., would allo~ residents of the area to remoVE the
u~jority of the vehicles because they leave for their jobs at approx-
imately 7:00 a.IT...
We believe this would reduce our number of citations by approxima~ely
sixteen (16) citations per month and we would be citing only those
vehicles that very rarely move off the street.
We also believe this approach would have the least impact on the
residence of the area and could enhance the program by adopting a
more realistic approach throughout the city.
2. This change would be compatible with Mr. Moreno's n~' city wide street
sweeping program. Sweeping could be accomplished during this two (2)
hour time period, however, it would require the chanaing of approxi-
mately 150 street signs, at a cost of approximately $36.00 each. This
means that this change could cost in excess of $5,400 and require an
amendment to the referenced resolution (attachrr.ent II)
Present conditions indicates that they should be replaced at this time
(silk screen signs last only two to three years).

We believe that without this change, it would be in the best interest of
the city to cancel this program, due to the hostile feelings of the resi-
dence of the area against this program.
