This bill provides a permanent seat on the State Air Resources Board for a locally elected official from our District. Current law causes this District to rotate off the State Board every third year. Because of the severity of the smog and complex nature of our problems, we should have full-time representation. For your convenience, I have attached a draft support resolution for your consideration. Please send your adopted resolution to Assemblyman Charles Calderon, The State Assembly, State Capitol, Sacramento, CA 95814. Attachment . . o 10 II 12 o o o RESOLUTION NO. 2 RESOLUTION OF THE CITY OF SAN BERNARDINO SUPPORTING THE PASSAGE OF ASSEMBLY BILL 1868 (AIR RESOURCES BOARD MEMBERSHIP), 3 4 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: 5 , WHEREAS, the City of San Bernardino is located in the South Coast Air Quality Management District (SCAQMD) and concerned about the quality of our air, and 6 7 8 WHEREAS, the SCAQMD is charged with the responsibility for 9 solving what is generally acknowledged to be a very severe air pollution problem that will require a great effort before all ambient air quality standards are attained throughout the regions of the District, and 13 14 WHEREAS, the SCR-32 (Montoya) study report in 1980 recommended that the SCAQMD and Bay Area Air Quality Management 15 District each be given permanent seats on the Air Resources 16 17 Board, and WHEREAS, the SCAQMD under current law has to share an Air 18 Resources Board seat on a rotating basis, and 19 WHEREAS, the Air Resources Board has stated that since the 20 SCAQMD is the largest, most complex, multi-county district 1n the 21 22 state with a correspondingly larger air pollution problem than any other district in California, it is appropriate that the SCAQMO have a permanent Air Resources Board seat, and 23 24 25 WHEREAS, to provide for a permanent seat on the Air Resources Board, the SCAQMD requested Assembly Member Charles M, Calderon to introduce Assembly Bill 1868, NOW, THEREFORE, BE IT RESOLVED that the City of San 26 27 28 Bernardino does hereby support and urge the passage of Assembly . 0 1 2 3 4 5 6 7 8 9 10 11 12 o o o Bill 1868 as a step to strengthen the air quality management program for the citizens of this area.
