3-17-69 -- The Mayor and Common Council adopted Resolution No.
9737 authorizing the execution of a freeway agreement
between Caltrans and the City relating to the Route
15/30 Interchange.
Recommended motion:
Tha t the Mayor and Common Counci 1 concur wi th the proposed grade
separation changes of deleting "I" Street, and Flores Street
separations as originally agreed in the 1969 Freeway Agreement,
and in favor of construction a new grade separation at 27th
Street.

STAFF REPORT
California Department of Transportation (Caltrans) has decided to
proceed with the proposed Route 30 and Route 215 Interchange
project to extend the Crosstown Freeway westbound to Highland
Avenue from its current end at "H" Street. The extension would
temporarily terminate at Highland Avenue between Muscott and
California Streets until Route 30 is further extended toward Los
Angeles County. The project has been identified in the State's
current 5-year Transportation Improvement Plan with construction
tentatively scheduled to begin in 1987.
The current project design has been modified and resulted in grade
separation changes from the 1969 Freeway Agreement between the
Caltrans and the City. The "r" Street overpass has been deleted
by the Federal Highway Administration due to high cost, lack of
local road continuity and low projected future traffic use. The
future Flores Street separation was also deleted in favor of a
separation at 27th Street. Councilman Frazier (Ward 6), at a
recent meeting with the West Side Homeowner and Tenants
Association, indicated the need to provide additional grade sepa-
ration at Madison Street. Initial contact with Caltrans with
regard to the additional separation at Madison Street was not
favorable due to similar reasons for deleting the "I" Street
overpass. However, the Ci ty may choose to construct the Madi son
Street separation on 100% local funding as suggested by Caltrans.
The preliminary cost is estimated at $300,000.00
To proceed with the project, Caltrans requires a motion adopted by
the Mayor and Common Council concurring with the proposed grade
separation changes from the 1969 Freeway Agreement.

Dear Mr. Edmonds:
On behalf of the Westside Homeowners and Tenants Association
(WHTA) we are submitting our position on the proposed construc-
tion of Route 30.
We are in full support of Route 30 construction if the following
minimum community needs are met:
*extending 23rd Street to California Street
on the West.
*linking Porter, 27th, 28th and Gardena Streets.
*connecting Gardena Street and Cajon Blvd.
*connecting 27th Street and Muscott Street as
the main entryway into Oelmann Heights with
and under-pass.
*landscaping treatment equal or superior to Route
30 landscaping East of 1215.
These needs were defined in neighborhood meetings; in a meeting
with Peter Liu, engineer for the City of San Bernardino and in a
meeting with Messrs. Nakano, Grimes and Austin of Caltrans.
In this meeting with Messrs. Nakano and Grimes on May 29th, we
discussed the establishment of an aesthetics advisory committee
comprised of ten (10) residents. Five (5) residents from the
Delmann Heights area and five from the area East of 1215. This
committee, with the support of Caltrans, would develop the final
details of the freeway landscaping to ensure a high value placed
on aesthetics and practicality.

We commend Caltrans for promoting citizen participation through your
neighborhood showings, your participation in the May 8th community forum
sponsored by WHTA, and by freely providing information to area residents.
It appears, however, in reviewing plans and listening to Caltrans presen-
tations, that Caltrans' first priority is the completion of the Route 30
leg from "H" Street to 1215. The completion of the Route 30 from 1215 to
Highland Avenue has been p.esented as a necesary but secondary part of
Caltrans' initial plans.
The Westside portion of Route 30 has been planned only as a temporary leg
of this freeway to be reconstructed upon complete funding for construc-
tion of the full Route 30 to the Western border of San Bernardino County.
Because of an initial lack of adequate planned passageways through the
freeway in the Northwestern area and by a committment only to minimum
landscaping, Caltrans has created the perception that it is less concerned
with the health of the neighborhoods affected.
Assuming that Caltrans is working to add value to our communities by the
completion of this freeway, this perception does not serve Caltrans
interests.
These perceptions come in the context of the travesty of planning that was
1215 and the lack of local Westside citizen participation. The Westside
will not tolerate this kind of insensitivity. We believe that the recom-
mendations on community needs and on-going citizen participation through
the creation of the aesthetics advisory committee are key to eliminating
negative perceptions of Caltrans and the Route 30 project. Caltrans
deserves no less.
We look forward to seeing this project add value to the City of San
Bernardino as well as contributing to the vision of improved transporta-
tion in Southern California.
