Authorization to Award Contract
Property for 40th Street and
Electric Re-alignment
Synopsis of Previous Council action:
4-01-85 -- The Public Works Department was authorized to obtain an appraisal
of that land on the south side of 40th Street, between Mt. View
and Electric Avenues, for the purpose of realigning 40th Street,
at a cost not to exceed $3,500.00. Also, the transfer of $3,500.00
from Account No. 42-510-511, "Various Traffic Operations Improve-
ment," to Account No. 42-510-510, "40th Street Realignment - Electric
Avenue to Mt. Vi ew Avenue," was approved.
Recommen.jed motion:
That the Purchasing Agent be authorized to issue a Purchase
Order to Robert B. Broadbelt, M.A.I., for appraisal services
in connection with the acquisition of additional right-of-way
for realigning 40th Street, from Electric Avenue to Mt. View
Avenue, for a fee of $3,000.00.

STAFF REPORT
Informal proposals were submitted by the following appraisers, in
accordance with the action by the Mayor and Council on 4-1-85:

After reviewing these proposals, we feel that Mr. Broadbelt is best
qualified to perform the appraisal at this time. Mr. Broadbelt indicated in
his proposal that it would take approximately 6 - 8 weeks to complete the
appraisal, which is consistent with other projects.
An agency must be certified by the Federal Highway Administration, in
the event that Federal-Aid Urban Funds will be used to finance the right-of-way
acquisition costs. Caltrans and the County of San Bernardino are the only
agencies in this area that have been certified, Therefore, it should be
clearly recognized that this appraisal will not qualify this right of way
acquisition to be financed with Federal-Aid Urban Funds. !n the event that
Federal-Aid Urban Funds are to be used, it will ~e necessary to contract with
Caltrans or the County to perform the appraisals a,nd negotiations.
A copy of each of these proposals is attached for reference.
Provided that it is not the City's intent to use Federal-Aid Urban
Funds, we recommend that authorization be granted to issue a purchase order to
Mr. Robert B. Broadbelt.

This quote is based upon the requirements indicated on the preliminary plats you pro-
vided and a preliminary field inspection of th~ project. It is based upon you provid-
ing necessary detailed requirements, plats, plans, ownership and title data, and any
other pertinent data required for the completion of the report. .1t is also based upon
a reasonable period to complete the appraisal requirements of from. six to eight weeks
from the date of receipt of your authorization to proceed. All appraisal services
will conform to, or surpass, the requirements of the California Eminent Domain Law
and the Uniform Relocation Asistance and Real Property Acquisition Policies Act.

,In reply to yoUr request, by letter dated April 16, 1985, I will undertake
.the appraisal of the two ownerships involved in the above captioned project
for a fee of $3,500.00.

Dear Mr, Little:
In answer to your recent inquiry, I made a cursory inspection
of the Schwedt/Pryor properties and examined the Exhibits in order
to, send to your attention an appraisal estimating the Fair Market
Value of the property, In addition, any benefits/damages.
After analyzing the overall situation, I will furnish to your
attention a valuation report for a fee not to exceed:
THIRTY EIGHT HUNDRED DOLLARS

Four (4) copies of the report will be delivered to your atten-
