I am appealing the Planning Commision decision of items 9, 10, 11 and 12
on May 15, 1985. The decisions were passed on Negative Declaration of
Tentative Tract numbers 12955, 12956, 12957 and 12958, Block Bros. Indus.
(USA) Inc., owner: Psomas/Harrison, applicant.
My concerns are for health and safety reasons. I am concerned with the
grading and stability of the land,
I appreciate your consideration of this matter. I feel this project could
be an asset to the community byt safety must be our first concern.

BACKGROUND
1. Shandin Hills was originally subdivided through a series of 11 tract
maps and one conditional use permit, Tracts 11320-11330, and CUP 994.
The various tract maps and conditional use permit were approved by the
Mayor and Common Council on December 8, 1980. The tracts combined
created a 2,449 unit planned residential development and a 16.1 acre
commercial/office complex. The site encompassed 367 acres located on
the north side of Shandin Hills, south of Kendall Drive, east and west
of Little Mountain Drive.
Subsequently, Tentative Tract 11323, 11324, 11326, 11328, 11329 and
11330 have been recorded. Tentative Tract 11327 is currently pending
recordation. The remaining tracts 11320, 11321, 11322 and 11325 have
ex pi red.
The entire development is within the boundaries of the State College
Redevelopment Project #4 which was approved by Ordinance No. 3067,
adopted April 27, 1970. The State College Redevelopment Project #4,
designates the Shandin Hills area for development with a maximum of
2,252 residential units and an associated commercial center. The ele-
ven tract maps and conditional use permit were found to be consistent
with the State College Redevelopment Project #4 at the time of their
original approval.
At this time, the applicant has chosen to file new tract maps within
the boundaries of the recorded tract maps. The applicant has elected
to file new maps because the site plan and product types are substan-
tially different. The applicant has submitted 4 new tract maps and
one new conditional use permit for apartment development. Recorded
Tract Maps 11327, 11329, 11330 and 11323 have been refiled as ten-
tative tracts 12955, 12956, 12957, 12958 and Conditional Use Permit
No. 84-78, respectively. The above mentioned four tract maps were
originally approved for 1271 dwelling units. The new maps submitted
to replace the earlier ones propose 873 dwelling units. The remaining
recorded tracts, which have not yet been refiled, include a total of
574 dwelling units thereby bringing the total number of units
currently planned for development at Shandin Hills to 1445. The
applicant has indicated, however, that recorded Tract 11324 will be
redesigned at a later date, going from 156 to 88 dwelling units. If
this change occurs, the total number of units at Shandin Hills will be
1358.

The proposal is to establish two tentative tracts consisting of a
95-lot single-family residential subdivision in the R-1-7200 Zone
(Tentative Tract 12955) and a 48-10t single-family detached planned
residential development (patio homes) in the PRD-12U/Acre Zone
(Tentative Tract No. 12956). The two tracts are contigious and both
have frontage along Kendall Drive and share common access off a pro-
posed public dedicated street ("F" Street) from Kendall Drive. Both
tentative tract nos. 12955 and 12956 correspond with the original
boundaries of Tentative Tract No. 11327.
2. TENTATIVE TRACT NO. 12955
The proposed Tentative Tract 12955 would establish 95 single-family
lots wi thin 59.2 acres for an overall density of 1.6 units per acre.
The site consists of natural hillside topography to which the 95 lots
would extend along a single access public dedicated street Which
follows a ridge that rises approximately 410 feet above Kendall Drive.
The length of the proposed single access road would extend a total
distance of approximately 5,000 feet at a maximum grade of 10 percent.
A 20-foot wide paved secondary emergency access road is proposed at
the terminus of said road which would extend past several existing
single residences along a City Water Department access road/easement.
A final recorded access agreement/easement will be required prior to
recordation of the final map. The Fire Department has indicated that
the proposed secondary access is adequate to meet their service needs.
In order to facilitate the revised development plan for Shandin Hills
as proposed in part by Tentative Tract 12955. Change of Zone No. 85-5
was filed by the applicant and was recently approved by the Mayor and
Common Council on April 1, 1985 per the recommendation of the Planning
Commission from PRD-12U/acre to the R-1-7200 Single-Family
Residential. Said change of zone is currently pending the final
reading of the ordinance.
Each of the proposed 95 lots would meet the minimum lot size and
dimensions of the R-I-7200 Zone, ranging in size from 7200 square feet
to over 21,000 square feet on several instances. The isolated loca-
tion of lot 95 is physically and visually, removed from the other
single-family tracts and would be better served if it were relocated
or entirely deleted.
The preliminary grading plan indicates that a total of 1.9 million
cubi c feet of cut wi 11 be moved from the ri dge to whi ch the majority
will be used immediately to the south to fill a valley area located
wi thin Tentative Tract No. 12958. The proposed grading wi 11 lower the
ridge line approximately 82 feet at the top of the hill. An
assessment district will be required for the maintenance of the common
slope areas. Mitigation measures to control dust during and after
grading are to be required as outlined by the submitted air quality
~ analysis and as required by the Environmental Review Committee.

The abutting westerly property is also pending subdivision for single-
family residences within the R-1-7200 Zone which was approved in con-
junction with the subject property under Change of Zone No. 85-6 as
part of the Shandin Hills Development Plan. Properties located to the
south and east are zoned R-I-7200 and R-1-14,400 and also consist of
hillside topography with several single-family residences located
approximately 400 feet easterly from the southerly boundary of the
site. Commerci a 1 uses exi st wi thi n the C-3 Zone to the north across
Kenda 11 Dri ve.
The proposed subdivision with a density of 1.6 units per acre is con-
sistent with the City of San Bernardino General Plan which designates
the site for residential 0-3 units per acre and 4-7 units per acre.
The site is also located within the State College Redevelopment
Project Area #4 which designates the site for similar land uses.
In fullfilling the conditions of approval for recordation of the
existing final maps, a transportation and traffic study was completed
(dated October 11, 1982) which included a recommendation to signalize
the intersection of "F" Street at Kendall Drive to which both Tenative
Tracts 12955 and 12956 take vehicular access. Although the number of
units and product type within Tract l2955 have been reduced from the
original proposal, the recommended traffic signal is still warranted.
In addition, an Environmental Initial Study was completed as required
by the California Department of Transportation relative to the impro-
vements along Kendall Drive (State Route 206).
3. TENTATIVE TRACT NO. 12956
The proposed Tentative Tract No. 12956 would establish 48 substandard
single-family lots (patio homes) within 11.1 acres for an overall den-
sity of 4.3 units per acre. The typically higher density which is
associated with this type of project and which is not reflected in this
development is due to a transfer of density from an unbuildable slope
area located along the southerly boundary of the project area. The
proposed densi ty is wi thi n the current zoni ng desi gnati on of
PRD-12U/acre which was established in conjunction with the original
Shandin Hills Development Plan to which the current proposal repre-'
sents a substantial density reduction. The proposed subdivision is
also consistent with the density parameters of the San Bernardino
General Plan and is similar to the State College Redevelopment Project
Area Plan #4 which designates the site for Residential 15-36 units per
acre.

The submitted tract map indicates a 36-foot wide private loop street
with si ngle access onto "F" Street connecti ng with Kendall Dri ve to
the north. The Fire Department has indicated that the proposed secon-
dary emergency access directly onto Kendall Drive is adequate for
emergency vehicular access purposes, given the limited access allowed
onto State Route 206 (Kendall Drive).
The proposed lot sizes range in size from 4,000 to 7,760 square feet
in area. Lot widths range from 25 feet on knuckle lots to 50 feet on
corner lots with an average lot depth of 90 feet. It is recommended
that all interior rectangular lots maintain a minimum 40 foot width
and corner lots maintain a minimum of 46 foot width. Irregular sha-
ped lots should maintain a minimum frontage width of 30 feet and 40
feet at the setback line of 20 feet.
A central open space and recreation area is adequately located toward
the center of the site having a total area of approximately 1.15 acres
representing approximately 14 percent of the buildable area less the
slope area adjacent 'to the southern boundary line.
The PRD Zone requi res the approval of a conditi onal use permi tin con-
junction with the requested Tentative Tract which will be submitted at
a later date once a builder has been selected. The Conditional Use
Permit will include reference to architectural design, building place-
ment and utilization of open space.
The submitted site plan indicates that the periferial lots adjacent to
Kendall Drive and "F" Street would abut the street right-of-way. In
order to insure sufficient landscape setback from the adjacent public
streets and the ability to vary wall alignment it is recommended that
a common landscape setback of at least 5 feet be placed adjacent to
the "F" Street right-of-way in front of the reQui red walls.
4. ENVIRONMENTAL ISSUES
The Environmental Review Committee recommends issuance of a Negative
Declaration for Tentative Tracts 12957 and 12958. The Committee found
that the new tracts, as proposed, pose much less of an environmental
effect than the previously approved tracts. The Committee made the
determination for a Negative Declaration after resolution of several
environmental issues through the accumulation of previously prepared
material and the submittal of additional information by the applicant.
Information which has been prepared subsequently to the original
approval of the tracts was accumulated by the applicant and submitted
to the Environmental Review Committee. These reports include: traf-
fic study; drainage; hydrology; geological and erosion studies. The

traffic study, completed for the previous tracts at a higher number of
units than currently proposed, dealt with traffic generation impacts
created by the development. The report evaluated existing circulation
systems and improvements needed to adequately accommodate the
increased traffic loads. Recommendations of the traffic study will
be utilized by the Engineering Department to establish requirements
for improvements in and around the Shandin Hi lls Project Area.
The Environmental Review Committee raised some additional concerns
which had not previously been resolved. A brief discussion will
follow regarding each of those areas of concern.
5, GRADI NG
Substantial grading will be required to develop Shandin Hills as pro-
posed, As presented by the applicant, grading wi 11 be balanced on the
site, whereby dirt cut from one area will be used as fill for another
area. Large quantities of dirt (1.9 million cubic yards) will be cut
from the ridge where Tracts 12956 and 12955 are being considered.
Most of the dirt will then be transported to the valley area to be
used as fill for Tracts 12957 and 12958.
Tract 12955 will cut 1,900,000 cubic yards of dirt. Tract 12956 will
cut 96,140 cubic yards of cut and use 202,483 cubic yards of fill.
Exposing and moving large Quantities of dirt can cause very serious
erosion, dust, air quality and truck traffic problems. An air quality
report has been submitted to evaluate the effect of grading on local
and regional air quality caused by wind erosion of exposed surfaces,
truck traffic and long term emissions generated by vehicular traffic
at project build-out. The report estimates 1,008 tons of dust will be
generated by the grading process. The number of vehicles expected to
be utilized for grading and the total days of operation are listed
below:

The following mitigation measures are proposed to reduce air quality
impacts:

monitor grading operations and wind conditions. The Staff will
notify the developer of severe wind conditions which may cause
excessive soil erosion. During these conditions, grading activity
may cease temporarily; however, graded slope areas will continue
to be watered.
2. All material will be retained on-site to achieve a balanced grading
operation of cut and fill reducing vehicle travel and disposal of
material. Minor deviations may be approved by the Engineering
Division and Planning Department.
3. Increased slope stabi lization and compaction will reduce wind ero-
sion. The relandscaping wi 11 occur in three phases:
a. Phase 1 - During grading, graded areas will be watered and
soils compacted.
b. Phase 2 - After grading but prior to installation of a
permanent water system, graded areas including slopes, streets,
and pads will continue to be watered or temporary irrigation
system wi 11 be installed. Rye grass wi 11 be planted in pads
to decrease erosion potential.
c. Phase 3 - After grading and installation of a permanent water
system, a permanent irrigation system and plant material will
be installed and maintained on slope areas. A temporary irri-
gation system will be maintained on the remaining pads and
streets until completion of buildings.
4. Following relandscaping, the overall particulate generation is
expected to be similar to existing conditions.
5. The project proposes to landscape and irrigate all graded slopes
and to rye seed or apply straw on exposed pads to revegate graded
areas. Following relandscaping, the overall particulate generation
is expected to be similar to existing conditions.
6. Truck emissions resulting from travel will be reduced through the
regrading of the site in a single period and the proximity of cut
and fill operations.
7. Particulates generated from grading and construction will be re-
duced by watering graded surfaces and planting groundcover.
8. A commercial center is planned in the project which will reduce
vehicle miles traveled.
g. To encourage transit use, bus transit and bus bays are planned on
Kendall Dri ve.

10. Pedestrian systems will be planned in the form of paved sidewalks
along proposed streets to reduce vehicle miles travelled.
11. Buildings will be designed to comply with Title 24 standards for
energy efficiency.
12. Structures and recreational uses may be oriented to maximize use
of solar energy.
13. Recreational facilties are planned in selected areas throughout
the project to reduce vehicle miles travelled.
14. The project is close to the California State University at San
Bernardino. In addition, the project is 1/2 mile or less from
an elementary, junior high and a high school. This will further

1. LONG TERM I MPACTS ON AI R QUALl TY
When the grading and housing construction is completed, air quality in
the region will be directly effected by motor vehicles emissions and
indirectly affected by pollutants emitted by power generation plant
which serves the project. The emission generation from motor vehicles
and power plants is summerized in the "Air Quality Report." A total
of 1358 dwelling units will create 21,094 average daily vehcile trips
and 108,149 vehicle miles travelled.
8. SLOPE STABILITY AND EROSION
The grading report includes recommendations for slope gradiants to
further increase slope stability and decrease erosion potential.
Employment of the mitigation measures outlined for air quality control
wi 11 also decrease erosi on potenti a 1. Revi sed gradi ng plans wi 11 be
submitted to the Engineering Department to reflect the redesign of

from two points on Kendall Drive, the Fire Department has indicated
that secondary access to serve Shandin Hills is adequate.
10. SAN BERNARDINO UNIFIED SCHOOL DISTRICT
The Environmental Review Committee received a letter from the San
Bernardino Unified School District indicating a growing problem
housing students.
"Recent and rapid development of the State University area is producing
growing serious impaction problems for the schools in the surrounding
area. This development as planned, will further contribute to the
impaction problems. The School District is unable at this time to
financially develop school housing to keep pace with the new housing
developments. Therefore, the District requests that an EIR be
reQui red to study the impaction problem and mitigation options."
The San Bernardino Unified School District is currently in the process
of developing a letter of impaction to establish appropriate mitiga-
tion measures. The Environmental Review Committee, San Bernardino
Unified School District and developer have agreed that in lieu of an
EIR an agreement can be reached between the developer and School
District to miitgate the impact on schools. The developer has agreed,
in writing, that upon adoption of a letter of impaction by the School
District and City, the developer shall comply with whatever mitigation
measures are established. A condition of approval will also be
attached to that effect,

1. Prior to issuance of Bui lding Permits, a Review of Plans, appli-
cation shall be filed with the Planning Department and approved
by the Development Review Committee.
2. Prior to issuance of building permits, the owner shall submit
to the Planning Director a recorded and executed agreement signed
by said developer and the San Bernardino Unified School District
whereby the developer agrees to provide mitigation measures as
deemed necessary by the San Bernardino Unified School District
and adopted through a letter of impaction by the Board of
Trustees.
3, An Assessment District shall be formed and legally documented
with the specific responsibility for providing perpetual main-
tenance and up-keep through landscaping methods of all slopes
within public areas and all common areas to be dedicated to City
for greenbelt and landscape purposes.
4. Revised grading plans shall be submitted to the Engineering
Department and Planning Department showing grading methods which
will provide contour grading, slope stability and reduce soil
erosion potential.
5. The following measures shall be employed to reduce soil erosion,
increse slope stability and decrease dust generation:
A. Grading operations will be conducted in non-Santa Ana con-
ditions in conformance with the proposed grading plans. City
Staff will monitor grading operations and wind conditions.

permanent water system, graded areas including slopes,
streets, and pads will continue to be watered or temporary
irrigation system will be installed. Rye grass will be
planted in pads to decrease erosion potential.
c, Phase 3 - After grading and installation of a permanent
water system, a permanent irrigation system and plant
material will be installed and maintained on manfactured
and greenbelt slope areas. A temporary irrigation system
will be maintained on the remaining pads and streets until
completion of buildings.
D. The project proposes to landscape and irrigate all graded slo-
pes and to rye seed on exposed pads to revegate graded areas.
Following relandscaping, the overall particulate generation
is expected to be similar to existing conditions.
E, Truck emissions resulting from travel will be reduced through

F. Particulates generated from grading and construction will be
reduced by watering graded surfaces and planting groundcover.
G. A commercial center is planned in the project which will reduce
vehicle miles traveled.
H. To encourage transit use, bus transit and bus bays are planned
on Kendall Drive.
I. Pedestrian systems will be planned in the form of paved
sidewalks along proposed streets to reduce vehicle miles
travelled.
J, Buildings will be designed to comply with Title 24 standards
for energy efficiency.
K. Structures and recreational uses may be oriented to maximize
use of solar energy.
L, Recreational facilties are planned in selected areas
throughout the project to reduce vehicle mi les travelled.
M. The project is close to the California State University at San
Bernardino. In addition, the project is 1/2 mile or less from
an elementary, junior high and a high school. This will

6. Given the high visibility of the proposed subdivi~ion, a mln1mUm
of a five foot high decorative wall or combination wall and
decorative wrought iron fence to be approved by the Planning
Department shall be installed along the rear of all lots and
appropriate side yards where visable.
7. Sewer Capacity Rights for 95 units must be purchased at the
Redeveloment Agency or Mayor'S Office; or proof of purchase must
be submitted to the San Bernardino Water Department prior to
issuance of Building Permits. All costs for main extension,

11. COVENANTS, CONDITIONS AND RESTRICTIONS FOR P.R.D.
a. The Covenants, Conditions and Restrictions (CC&R's) shall be
reviewed and approved by the Planning Department prior to
final approval of the tract maps. The CC & R's shall include
liability insurance and methods of maintaining the natural
slope areas.
b. No lot or dwelli ng unit in the development shall be sold
unless a corporation, association, property owner's group,
or similar entity has been formed with the right to assess
all properties individually owned or jointly owned which
have any rights or interest in the use of the common natural
slope areas. Such assessment power to be sufficient to meet
the expenses of such entity, and with authority to control,
and the duty to maintain, all of said mutually available
features of the development. Such entity shall operate under
recorded CC&R's which shall include compulsory memberhship of

1. Prior to issuance of building permits, a Conditional Use Permit
shall be filed with the Planning Department and approved by the
Planning Commission.
2. Prior to the issuance of building permits, the owner shall submit
to the Planning Director a recorded and executed agreement signed
by said developer and the San Bernardino Unified School District
whereby the developer agrees to provide mitigation measures as
deemed necessary by the San Bernardino Unified School District
and adopted through a letter of impaction by the Board of
Trustees.
3. The following measures shall be employed to reduce soil erosion,
increase slope stability and decrease dust generation.
A. Grading operations will be conducted in non-Santa Ana con-
diti ons in conformance wi th the proposed gradi ng plans. City
Staff will monitor grading operations and wind conditions.
Severe wind conditions which may cause excessive soil erosion,
requiring grading activity to cease temporarily; however,
graded slope areas wi 11 conti nue to be watered.
B. All material within Phase I shall be retained on-site to
achieve a balanced grading operation of cut and fill reducing
vehicle travel and disposal of material. ~nor deviations
may be approved by the Engineering Division and the Planning
Department.
C. Increased slope stabilization and compaction will reduce wind
erosion. The relandscaping shall occur in three phases:
a. Phase 1 - During grading, graded areas will be watered and
soils compacted.
b. Phase 2 - After grading but prior to installation of a
permanent water system, graded areas including slopes,
streets, and pads will continue to be watered or temporary
irrigation system will be installed. Rye grass will be
planted in pads to decrease erosion potential.
c. Phase 3 - After grading and installation of a permanent
water system, a permanent irrigation system and plant
material will be installed and maintained on manufactured
slopes and greenbelt areas. A temporary irrigation system
will be maintained on the remaining pads and streets until
completion of buildings.

and a width of 30 feet on irregular lots with 40 feet at the 20

--1- Tent. Tract No. 12955 shall be in effect for a period of 24 months from the
date of approval by the Planning Commission and/or Planning Department.
However, if no development has been initiated at the end of the ~-month
time period the approval shall expire. Additional time may be approved
by the Planning Commission upon request of the applicant prior to expira-
tion of the ~month time period. Expiration Date: May 8, ]987
COVENANTS, CONDITIONS AND RESTRICTIONS FOR P.R.D.
a. The Covenants, Conditions and Restrictions (CC&R's) shall be reviewed
and approved by the Planning Department prior to final approval of the
tract maps. The CC & R's shall include liability insurance and methods
of maintaining the open space, recreation areas, parking areas, private
roads, and exterior of all buildings. The CC&R's shall also include
a statement that no radio frequency antenna shall be included within
the complex except for central antenna systems.
b. No lot or dwelling unit in the development shall be sold unless a cor-
poration, association, property owner's group, or similar entity has
been formed with the right to assess all properties individually owned
or jointly owned which have any rights or interest in the use of the
common areas and common facilities in the development, such assessment
power to be sufficient to meet the expenses of such entity, and with
authority to control, and the duty to maintain, all of said mutually
available features of the development. Such entity shall operate under
recorded CC&R's which shall include compulsory membership of all
owners of lots and/or dwelling units and flexibility of assessments to
meet changing costs of maintenance, repairs, and services. Recorded
CC&R's shall permit enforcement by the City of provisions required by
the City as conditions to approval. The developer shall submit evi-
dence of compliance with this requirement to, and receive approval of,
the Commission prior to making any such sale. This condition shall not
apply to land dedicated to the City for public purposes.
c. Every owner of a dwelling unit or lot shall own as an appurtenance to
such dwelling unit or lot, either (1) an undivided interest in the com-
mon areas and facilities, or (2) a share in the corporation, or voting
membership in an association, owning the common areas and facilities.
d. Maintenance for all landscaped and open areas, including parkways,
shall be provided for in the CC&R's.
e. The CC&R's shall contain wording prohibiting the storage or parking
of trailers, boats, campers, motor homes, and similar vehicles outside
of the specified common areas.

delineated on the tract map.
Where lots occur on the bulb of the Cul-de-sac, a minimum lot depth of 100
feet wi 11 be permitted. I f the proposed depth is less than 100 feet, a plot
plan must be submitted to demonstrate that a buildable lot area is possible
and to justify the lesser depth.
Variable front building setback lines of at least 5 feet and averaging

on the final tract map. All garage entrances on a dedicated street shall

Grading and revegetation shall be staged as required by the City Engineer

Any clubhouse, swimming pool, spa, putting green, picnic areas or other

WALKWAYS AND SIDEWALKS:
Where sidewalks cross driveways, the driveway slope shall not hamper
pedestrian traffic by encroaching into a 48-inch sidewalk area, which shall
remain level and clear from obstructions. This 48-inch level may be
avai lable at the top of the approach, but only ii a clear, unobstructed,
48-inch path is provided to this area.
a. Walkways shall be 36 inches wide, sidewalks adjacent to a street shall
be 48 inches wide. Walks shall be of a continuing common surface - no
steps or aburpt changes of level.
b. Sidewalks that cross driveways shall maintain a continuous 48-inch
level path. The slope of the driveway shall not encroach into the path
of travel.
A clear, level path of travel shall be indicated from the parking areas
and/or adjacent public sidewalks and thoroughfares leading into the

COVENANTS, CONDITIONS AND RESTRICTIONS FOR P.R.D.
a. The Covenants, Conditions and Restrictions (CC&R's) shall be reviewed
and approved by the Planning Department prior to final approval of the
tract maps. The CC & R's shall include liability insurance and methods
of maintaining the open space, recreation areas, parking areas, private
roads, and exterior of all buildings. The CC&R's shall also include
a statement that no radio frequency antenna shall be included within
the complex except for central antenna systems.
b. No lot or dwelling unit in the development shall be sold unless a cor-
poration, association, property owner's group, or similar entity has
been formed with the right to assess all properties individually owned
or jointly owned which have any rights or interest in the use of the
common areas and common facilities in the development, such assessment
power to be sufficient to meet the expenses of such entity, and with
authority to control, and the duty to maintain, all of said mutually
available features of the development. Such entity shall operate under
recorded CC&R's which shall include compulsory membership of all
owners of lots and/or dwelling units and flexibility of assessments to
meet changing costs of maintenance, repairs, and services. Recorded
CC&R's shall permit enforcement by the City of provisions required by
the City as conditions to approval. The developer shall submit evi-
dence of compliance with this requirement to, and receive approval of,
the Commission prior to making any such sale. This condition shall not
apply to land dedicated to the City for public purposes.
c. Every owner of a dwelling unit or lot shall own as an appurtenance to
such dwelling unit or lot, either (1) an undivided interest in the com-
mon areas and facilities, or (2) a share in the corporation, or voting
membership in an association, owning the common areas and facilities.
d. Maintenance for all landscaped and open areas, including parkways,
shall be provided for in the CC&R's.
e. The CC&R's shall contain wording prohibiting the storage or parking
of trailers, boats, campers, motor homes, and similar vehicles outside
of the specified common areas.

PARKING:
a. This development shall be required to maintain a minimum of __ parking
spaces.
b. All parking and driving aisles shall be surfaced with two inches of AC
over a suitable base or equivalent as approved by the City Engineer.
Parking spaces shall be striped and have wheel stops installed at least
three feet from any building, wall, fence, property line, or walkway.
c. Whenever an off-street parking area is adjacent to or across an alley
from property zoned residential, a solid decorative wall six feet in
height shall be erected and maintained along the property line so as to
separate the parking area physically from the residentially zoned pro-
perty, provided such wall shall be three feet in height when located
within the required front or street side yard setback. Where no front
or street side yard is required, such wall shall be three feet in
height when located within ten feet of the street line. Said wall
shall be located on the north , south , east , west or

d. Whenever an off-street parking area is located across the street from
property zoned for residential uses, a solid decorative wall or equiva-
lent landscaped berm not less than three feet in height shall be
erected and maintained along the street side of the lot not closer to
the street than the required depth of the yard in the adjoining resi-
dential area. No fence or wall located in the front setback shall
obscure the required front setback landscaping. Said wall shall be
located on the north , south . east . west , or
peripheral property lines.
All parking areas and vehicle storage areas shall be lighted during hours
of darkness for security and protection.
Recreational vehicle storage areas shall be screened by at least a six-foot
high decorative wall with screened gates.

There shall be provided for each unit, within the garage or carport, or
other specifically designated area, a 10ft or other usable storage area
with a minimum of 150 cubic feet in addition to standard utility storage.
Traffic bumps provided on the interior private roads shall be subject to
the City Traffic Engineer's approval.

LANDSCAPI NG:
a. Three copies of a master landscape plan shall be submitted to the
Planning Department/ Park and Recreation Department for review and
approval. The plan shall include, but not be limited to, the
following:
1) Size, type, and location of plant material proposed.
2) Irrigation plan.
3) Such other alternate plants, materials and design concepts as may
be proposed.
4) Erosion control plans.
b. Tree varieties and exact locations will be determined prior to planting
by the Director of the Park and Recreation Department or his/her
designee. A minimum number of one-inch caliper/15 gallon,
multibranched trees shall be planted within the parkway for each of the
following types of lots, as per the City's specifications:
1) Cul-de-sac lot -- one tree;

will make. All changes of elevation must be shown from the building
finish flooring through thresholds, down corridors and walkways, through
entrances to designated parking areas. Show contour lines if level changes
exceed 6 inches.
PARKING:
a. Handicap parking spaces must be provided at a rate of 1 space per 40
regular spaces. The spaces shall be 14 feet wide or 9 feet with a
5-foot transfer/access or walkway adjoining. The handicap spaces shall
be set aside, clearly marked, and close to the accessible entrance.
b. If no parking is available at the facility for the public or employees,
a "blue curb" space should be avai lable in front of the faci lity.
WALKWAYS AND SIDEWALKS:
Where sidewalks cross driveways, the driveway slope shall not hamper
pedestrian traffic by encroaching into a 48-inch sidewalk area, which shall
remain level and clear from obstructions. This 48-inch level may be
available at the top of the approach, but only i, a clear, unobstructed,
48-inch path is provided to this area.
a. Walkways shall be 36 inches wide, sidewalks adjacent to a street shall
be 48 inches wide. Walks shall be of a continuing common surface - no
steps or aburpt changes of level.
b. Sidewalks that cross driveways shall maintain a continuous 48-inch
level path. The slope of the driveway shall not encroach into the path
of travel.
A clear, level path of travel shall be indicated from the parking areas
and/or adjacent public sidewalks and thoroughfares leading into the
accessible entrance.
CURB RAMPS/CURB CUTS:
a. If the property borders a public street, all curbs, driveways,
sidewalks, and relative elevations shall be shown.
b. All sidewalks shall conform to Office of State Architecture require-
ments of slope (rise, run) of less than 1:20. Cross slopes shall be
kept to a minimum and shall not exceed one-quarter inch per foot.
