JUSTIFICATION
Super Run II and Million Dollar Mile are special events
requiring city support. As primary sponsor of these
events the City has little to lose and much to gain.
This proposal is time constrained, therefore it is
necessary to consider/discuss as soon as possible.

PROJECT #1: SUPER RUN II ... AMERICA'S RACE! This is an
amateur -Only running event for American recreational
athletes. 'Qualifying races, much like the Miss America
Pageant, are offered to virtually every city in the
United States. Representing their cities and states, the
first place man and woman winners from each location are
invited to compete in the ABC "Wide World of Sports"
televised National Championship ... and compete for the
largest money and merchandise awards package in the
history of amateur sports ... including a cash grand
prize of $l,OOO,OOO!
PROJECT, #2: MILLION DOLLAR MILE This is a 3-year
development program designed to become the "Mardi Gras of
Racing" in America. First year activities anchor off a
unique drag-race concept involving 64 of the nations best
drivers who will compete against each other - then
against 16 nationally famous celebrities. Again, the
first place winner,claims the largest single award ever
offered to any automobile race champion: $1,000,000 cash!

OPTION "A" - AS SITE HOST AND NATIONAL HEADQUARTERS
1. Prepares street to meet NHRA race course
safety standards. Race area to be 1/2 mile
track on Arrowhead Ave, South of Mill Streetr
plus provide exterior personnel, ie. police,
fire, safety, etc and related permits.
2. Office facilities in City Hall and marketing
fee of $50,000 against the following:
a. Telephones and related long-distance
calls, plus secretarial staffr
b. Postage for press/media (1,000)
c. ,Printing of press/media folders,
marketing brochures, stationery -
5,000 folders
: 1,000 marketing brochures
: 10,000 letterhead
5,000 9 1/2 x 12 envelopes
: 5,000 letter envelopes
: 5,000 business cards
OPTION "B" - AS PRIMARY SPONSOR, HEADQUARTERS AND SITE HOST
Amenities set forth above plus:
1. $285M "GUARANTEED" COST RECOVERY STAGING FEE
2. $200M insurance annuity ($1,000,000 cash
grand 'prize) .- Note: Sponsor .retains
ownership of insurance annuity unless pur-
chased by Network.
3. Primary sponsor placed in first position of
recovery against all event incomes (less
actual cost of bleacher seat) to "break
even". Income sources include -

fee of $100,000 against the following:
a. Telephones and related long-distance
calls, postage, printing, etc. as
stated in PROPOSALS .1 and 2.
OPTION "B" - AS PRIMARY SPONSOR, HEADQUARTERS AND SITE HOST
Amenities set forth ,above plus:
1. $425M COST RECOVERABLE SPONSORSHIP FEE
2. $400M "GUARANTEED" COST RECOVERABLE IN-
SURANCE ANNUITY PURCHASE. This covers
$2,000,000 cash grand prizes. Note: Spon-
sor retains ownership of insurance annuity
until purchased by Network from event
proceeds.
3. Primary sponsor placed in first position of
recovery .against all event incomes to total
fee and insurance annuity purchase
investment. Income sources include -
