Conditions are unsafe at the new commercial development west
of the San Bernardino Golf Club.
Planning commission report MS 498 directs that building design
sh~11 consider the potential problems inherent in building beside
a golf course. These buildings were constructed in complete
disregard of this.
Fencing and walling are severly deficient and add to the danger.
No consideration was given to the juxtaposition of the buildings
and golf course function; as required in MS498 and repeated in MS600.
These buildings degrade, rather than enhance the development of the
City of San Bernardino. The buildings completely violate the clear
intentions of MS 498 and threaten the function (and perhaps the existence)
of the San Bernardino Golf Club.
The course has been severly compromised by this negligent
development. The course is an important public recreational facility
and is critical to the park like atmosphere of this large,
commercially developing area.
The presence of the course enables the near by properties to
be considered(park - golQproperties rather than sewer plant properties.
All the adjoining real estate is more valuable because of the presence
of the golf course as a park and sewer plant buffer zone.
It is essential that the use and on going construction of these
commercial buildings be halted until they are in compliance with
the intent and spirit of MS 498 and MS 600.
The very existence of The San Bernardino Public Golf Course
may depend on it.

Notification of Public Hearin~: 500' property rn~ner notifi-

hearing given in Sun-Telegram.on April 20, 1979.
Staff Analysis: It is proposed to divide one 24 acre parcel into
33 parcels of varying sizes, to develop" a business center" for
. commercial and light industrial purposes. Seven of the parcels
are shown to be future development, inclUding the lots fronting
on South "E" Street.
Access to the site is proposed from "E" Street at the southern
portion of the subject property. Internally, a "loop" pattern
is proposed to serve the development with a cul-de-sac provided
to serve the northerly parcels and provide turnaround capabilities.
A 20' easement is shown from the terminatiDn of the cul-de-sac to
"E" Street on the north side of the existing car dealership. This
. access road \~ill be used during elllergency periods only, and it is
provided for use by the City Fire Department.
A traffic study has been prepared for the proposed ~evelopment
which indicates a need for traffic si9nalLation on "E" Street
and the prima~ access point to the site. Installation of the
signal will be as required by the City Engineer. Staff would
recommend the cost of the signal be borne by the developer.
A Ci ty of Ri versi de \~ater 1 ine traverses the subject property
from proposed parcels 8 to 33. The line will be relocated to
.align with property lines and run under the proposed street
pattern so that future conflicts will be avoided. Relocation
shall be required by the City Engineer and shall also nEet the
approval of the City of Riverside.

better circulation and fire protection. Costs for said system is

. Twenty-six of the parcels are shown for immediate development.
Parcels 6, 78, 22, and 23 are proposed to be developed with 2~story
; wood frame and stucco commercial and/or office buildings. ! It is
t assumed these buildings are placed to take adyantage of the view
. offered by the municipal golf course located to the east. ..
'. Design of these structures and landscaping along the east property
','11ne shall consider the potential problems inherent in building
,beside a golf coursel Parcels one through five are proposed to
have small (less than 5,000 square feet) concrete block buildings
constructed on them; Parcels 9 thru 21 and 24 through 26 are to
be concrete block buildings as well. Architectural treatment of
the proposed structures is not. known at this time. Staff would
recolrmend that a themed approach be used in architecture, land-
scaping and signage. Given the freeway exposure afforded this
site this themed approach is recommended so that a positive
image of the City and it's new development is provided to those
utilizing the freeways. Thus, as a condition of approval, staff
is recommending the Planning Cmmnission review the site, eleva-
.. tion and landscape plans to insure this development occurs in a
manner ~Ihich compliments not only the "E" Street corridor but
the entire city as well.
Findings of Fact:
1. All lots created conform to the requirements of the Subdivision
Ordinance and land Use Ordinance as they relate to developments in
a C-~I zone. No maximum requirements exist in the C-~1 zone.
2. Size and location of all proposed parcels meet the approval of
the Planning Department.
3. All lots created will abut a dedicated street upon full improve-
ments of the streets in the subdivision.

4, The proposed diyision of land complies with the provisions of
the Subdivision Map Act and City Subdivision Ordinance. Dual
access is provided the site and existing easements on the property
are to be relocated to. the satisfaction of all concerned agencies.

2. South "E" Street - Dedicate an additional 8.75 feet
right-of-way to provide 40 feet from centerline. Construct
curb and gutter, at 36 feet from centerline, sidewalk and
paving.
3. Interior Streets - Dedicate 50 feet right-or-way, Con-
struct 'curbs and gutters, at 18 feet from centerl ine, si de-
walks (adjacent to the back of curb) and paving. This is
to be accomplished at no cost to the City of San Bernardino.
4. Ornamental street lights shall be installed on South
"E" Street and the interior streets in accordance with re-
quirements of .the City Electrical Superintendent.
5. All grading shall be done in strict compliance with Ordi-
nance No. 3695.
6. Prior to approval of the street improvement plans, suffi-
cient soil tests shall be submitted by a Soils Laboratory
to demonstrate the adequacy of the pavement design.
7. All parcels shall be served by the City of San Bernardino
water and sewer systems. '
8. All drainage and flood control meaSUI-es shall be done in
accordance with reconmendations of the San Bernardino County
Flood Control District and requirements of the City Engineer.
9. Street signs and other regulatory signs, as required by the
City Engineer, shall be installed by the developer.
10. Utility services shall be underground in accordance with
Section 4.60 of Ordinance No. 1984. .
11. Trees shall be planted along South "E" Street, as required
by the City Park Superintendent.
12. The grading and street improvement plan (for all parcels)
shall be approved by the City Engineer prior to recordation of
the Parcel Map.
13. An easement, with a minimum wi~th of 20 feet, shall be dedi-
cated from the terminus of the cul-de-sac to the existing
access raod, for emergency access purposes. The easement shall
be paved in accordance with the requirements of the City Engineer.
14. Prior to approval of the grading plan, a preliminary soils
report shall be submitted to the City Engineer. The report
shall speak specifically to the ground water table and possible

16. Water from the City of San Bernardino Municipal Water
~partment is available to serve this minor subdivision from
a main located in South "E" Street, We will require this main
extension to be "looped". The main \'/ould have to be installed
not only in the proposed streets, but also in the access roadl
easement in the northern portion of the tract to tie back into
South "E" Street. This is required to give" portion of th~
system circulation and better fire protection. All costs in~
volved in supplying water to any development will be the respon-
sibility of the developer according to the Rules and Regulations
.. of the department in effect at the time of application.
The static water pressure in the area is 110 to 120 p,s.i.

GENERAL PIAN:
Designation and Intensity: The San BE!rnardino City General Plan designates the
. subject area for general industrial uses.
REDEVELOPMENT PLAN:
The subject site is lOcated within the Southeast Industrial Park Redevelopment
Area which designates the subject area for urban uses, including commercial,
parks. public facilities, public parking etc.

ENVIRONMENTAL IMPACT:
. The San Bernardino City Environmental Review Committee found the proposed project
to be exempt from tbe requirements of CEQA pursuant to previous environmental review.
NOTIFICATION OF PUBLIC HEARING:
Notices of public bearing were mailed to property owners witbin 500 feet of tbe
subject site on September 11. 1980 and notice appeared in tbe Sun Telegram on
September 6, 1980. .
STAFF ANALYSIS:
The applicants are proposing to create 6 new lots encompassing a total of 12.9
acres from 20 existing lots that were created as a portion of lUnor Subdivision
No. 498. approved by tbe Mayor and Common Council in May, 1979. The subject site
is located on the east side of "E" Street, south of Century Avenue, north of the
Santa Ana River and west of tbe San Bernardino Public Golf Course in the C-M
Commercial-Manufacturing zoning district.
The subject site is currently vacant and unimprovel!.

Under Mino.r Subdivision No. 498. a total of 33 lot encompassing 23.9 acres was
created for tbe purposes of establisbing a new commercial-off ice-industrial com-
plex conanonly re~erred to as "Inland Business Center." As apart of that sub-
division, two new streets were created. MacKay Drive extending easterly from "E"
Street for approximately 600 feet across tbe soutberly portion of. the site, and
"D" Street, extending nortberly from MacKay Drive approximately 1,000 feet and
ending in a cul-de-sac. A 20 foot eao;ement is provided from the terminus of the
cul-de-sac to "E" Street on tbe north side of tbe Paul Reed Buick dealership.
This access road will be used during emergency periods only, and it is provided
for use by the Fire Department. A third approved street, Stoddard Court, a loop
street extending westerly from "D" Street, is proposed to be vacated under the
proposed minor subdivision. .

The area being considered under the proposed minor subdivision encompasses approx-
imately half the area of the previous subdivision and includes the area north of
proposed MacKay Drive and west of "D" Street. This reparceling of the subject
area is being sought since the firm that originally intended on developing the
site has absndoned its plans and the owners are wishing to create lots which will
accommodate a new plan of development. The areas of the proposed parcels are
as follows:

Parcel '1 will occupy the northerly portion of the site and have frontage onto both
"E" and "D" Streets. A sinsle, unnamed tenant is being. sought to occupy. the parcel.
Parcel '3 through #6 will occupy t.he majorit;Y of the remaining "D" Street frontage,
and are proposed to be occupied by office buildings. Parcel #2 will occupy the
remainder of the site and will have frontage onto "E" Street and MacKay Drive with
a 20 foot wide access corridor to "D" Street. This parcel \dll likely be further
subdivided in the future.
In the staff analysis for the previous minor subdivision, it was stated that '~iven
the freeway exposure afforded this site, a themed approach is recommended to be used
in archite.cture, landscaping and signage so that a positive image of the city and
its new developments is provided to those. utilizing the freeways. Thus, as a con-
dition of approval, staff is recommending that the Planning Commission revi~,.the
site, elevation and landscape plans to insure this development .occurs in a manner
which complements not only the "E" Street corridor; but the entire city as well.
Since the same circumstances are still applicable, staff will recommend that the
new site plans for development within the subject site also be reviewed and approved
by the Commission.
FINDINGS OF FACT:

expense. Also, subject to the rules and regulations of the Uater Department
