Synopsis of Previous Council action:
Previous Planning Commission action:
At the Planning Commission meeting of May 21, 1985, the following
recommendation was made:
The applications for Change of Zone No. 85-9 and Lot Line Adjustment
No. 85-16 were unanimously recommended for approval.
The Negative Declaration for environmental review was also recommended
for approval.
Recommended motion:
To approve the responses to comments and to adopt the Negative
Declaration for environmental review which has been reviewed
and considered.
To approve, modify or reject the findings and the recommendation
of the Planning Commission and to direct the City Attorney to
prepare the necessary amendments to the Zoning Ordinance.

1. The proposal is to change the land use zoning district from
R-1-7200, Single-Family Residential and C-3A, Limited General
Commercial to PRD-14U/Acre, Planned Residential Development at 14
units per acre and C-3A. The requested lot line adjustment is to
adjust the lot lines between the two existing parcels in order to
correspond with proposed zoning boundaries. The site consists of
approximately 12 acres having a frontage of approximately 745 feet
on the west side of Tippecanoe Street and being located approxima-
tely 241 feet south of the centerline of Baseline Street.
2. The San Bernardino General Plan designates the site for General
Commercial on the northern portion of the site and Residential
8-14 units per acre for the remaining southerly portion.
Surrounding properties to the north, east and west along Baseline
are also designated for General Commercial land uses and zoned
C-3A. Properties located to the south and east across Tippecanoe
Avenue are designated for Residential 8-14 units per acre by the
General Plan and .zoned PRD-14U/Acre. The property located to the
east across Tippecanoe Avenue has an approved Tentative Tract
_____ ___.._.-12468 and conditional use permit which would permit a 104-unit
condominium complex. Surrounding properties to the west are
designated by the General Plan for Residential 8-14 units per
acre, however are currently zoned R-1-7200, Single-Family
Residenti a1.
3. Approximately 2.73 acres of the 11.92 acre site is currently
zoned C-3A. The proposed zone change would reduce said commercial
area to 1.98 acres, thereby increasing the area within the
requested PRD designation to 9.93 acres. The requested lot line
adjustment would correspond with the reduced lot area and width of
the proposed C-3A zoning designations.
4. The reduced lot area and width of the commercial site is suf-
ficient to accommodate future commercial development however due
to the excessive depth of the parcel, of 537 feet, the visibility
of the rear half of the parcel for commercial purposes is limited
unless the site can be included within the future development Df
the vacant commercial property to the north which fronts onto
Base1i ne Street.
5. The proposed PRD zoning designation at 14 units per acre is com-
patible with the existing PRD-14U/Acre designation to the south
and east across Tippecanoe Avenue. The development standards of
the PRD Zone would help insure compatibility to the abutting C-3A
and R-1-7200 zoning designation through site design including
building setbacks and height restrictions. In addition, the PRD
zone would require the approval of a conditional use permit rela-
tive to development in order to help insure compatibility.

6. The subject property is located within the boundaries of the Highland
Area Plan which is currently being prepared as a joint effort by both
the City and County Planning Departments, with an estimated completion
date of December, 1985.
Both land use alternatives presently being prepared specify single-
family residential, 4 - 7 units per acre, land uses. In view of the
pending Area Plan and the possibility for a reduction in density for
the subject area, it is recommended that the requested change of zone
to PRD-14U be continued to December, 1985.

FINDINGS OF FACT FOR LOT LINE ADJUSTMENT NO. 85-16
1. The requested lot line adjustment would result in parcels which
are consistent with the minimum development standards of the C-3A
and PRD Zones relative to lot size and dimensions. . .
2. The proposed lot line adjustment conforms to the provisions of the
State Subdivision map Act and Title 18 of the San Bernardino
Muni ci pa 1 Code.
3. The proposed lot line adjustment is categorically exempt from
C.E.Q.A.
RECOMMENDATION
