Synopsis of Previous Council action:
Previous Planning Commission action:
At the meeting of the Planning Commission on May 21, 1985, the
following recommendation was made:
The application for Change of Zone No. 85-10 was unanimously
recommended for approval.
The Negative Declaration for environmental review was also
recommended for approval.
Recommended motion:
To approve the responses to comments and to adopt the Negative
Declaration for environmental review which has been reviewed
and considered.
To approve, modify or reject the findings and the recommendation
of the Planning Commission and to direct the City Attorney to
prepare the necessary amendments to the Zoning Ordinance.

1. The applicant is requesting to change the zoning on approximately
one half of a parcel of land consisting of approximately 26,292.5
square feet.
2. The subject parcel extends from "E" Street to Stoddard Street
north of Oak Street.
3. Approximately half the site (the east half) is zoned M-1,
Light-Manufacturing. The west half is zoned C-M, Commercia1-
Manufacturing. The request is that the entire parcel be zoned C-M
rather than half M-l and half C-M.
4. The General Plan designates the site for light industrial land
uses. The Commercial-Manufacturing zone which is being requested
conforms to the light-manufacturing land use designation.
5. The surrounding land uses consist of quasi-commercial activities
to the north, south and west and a mobile home park to the east.
6. The present land use of the site is a furniture store. With the
proposed zoning of C-M it will allow the entire lot to be under
the restrictions and development standards of one zone rather than
being under two seperate restrictions of two zones on one lot.

1. The subject site is of adequate size and shape to accomodate a use
permitted in the C-M zone.
2. The proposed zoning of C-M, Commerical-Manufacturing is in confor-
mity with the San Bernardino General Plan designation of Light
Manuf acturi ng.
3. The zoning as proposed will not have an adverse effect on the pro-
perty values for the surrounding area.
4. The proposed zoning will create one lot with one zone rather than
splitting the lot with two different uses and two different sets
of development standards.
RECOMMENDA TI ON:
Based on the observations and findings of fact staff recommends
approval.
