The Negative Declaration for environmental review was also recommended for approval. Recommended motion: To approve the responses to comments and to adopt the Negative Declaration for environmental review which has been reviewed and considered. The applicant requests approval to change the zoning on 41.8 acres from R-l-10,800 square feet per lot to Planned Residential Development .5 units per acre. The subject property is located northerly of the northern terminus of Central Avenue and Orange Street. The property is located directly south of the San Manuel I ndi an Reservati on. 2. Except for a water tank and enclosed reservoir, the property is vacant. Surrounding land uses include: vacant property to the north, east and west; several single-family dwellings are located to the south. Surrounding zoning designations include: R-1-7200 to the south, R-1-10,800 to the east, and R-1-7200 and R-1-10,800 to the west. 3. The City of San Bernardino General Plan designation for the pro- perty is Residential 0-3 dwelling units per acre. The current zoning would permit up to 4 dwelling units per acre, whereas, the proposed zoning would permit only 1 dwelling unit for every 2 acres, consistent with the General Plan. Surrounding General Plan designations include: Residential 0-3 dwelling units per acre to the east and west; and Residential 4-7 dwelling units per acre to the south. 4. The property is located wi thi n the foothi 11 regi on of the San Bernardino mountains. The natural terrain of the site is com- posed or ridges and gullies created by faulting, landslides and water courses. The property slopes from north to south with vari ng degress of steepness. The enti re si te 1 i es wi thi n the boundaries of the Alquist-Priolo Special Studies Zone. The southern portion of the property is traversed by the southern branch of the San Andreas fault. Several other possible faults have been i dentifi ed on the property. The site is also wi thi n the Hi gh Wi nd and Hi gh Fi re Hazard area as i denti fi ed by the City of San Bernardino Environmental Hazards Map. The design of the subsequent tract map wi 11 take all of the various environmental constraints into consideration and provide appropriate mitiga- tion. Based upon the topographical, as well as environmental, constraints affecting the property, a lower density zoning would be appropriate for the property. 5. The current zoning of the subject 41.8 acre site would permit a maximum of 168 units on the property. The proposed zoning of PRO .5 would permit a maximum of only 20 units on the site. Due to the hi 11 si de topography of the site, extensi ve gradi ng wi 11 be necessary to develop the site with residential uses. The proposed zone change from R-1-10,800 to PRD-.5 units per acre is consistent with the City of San Bernardino General Plan designation and surrounding area development. The proposed zoning represents a more appropriate density for the property due to environmental constraints including: earthquake hazards, high fire hazards, grading, landslides and erosion concerns. 7. The Environmental Review Committee recommends issuance of a Negative Declaration for Change of Zone No. 85-12. The Committee found that upon development, the proposed zoning would create less environmental degradation of the site than the current zoning. RECOMMENDA TI ON Based upon the observations above and because the proposed zone change is consistent with the General Plan, surrounding area development and represents a density more appropriate for the site than the existing zoning, Staff recommends adoption of the Negative Declaration and approval of Change of Zone No. 85-12 from R-1-10,800 to Planned Residential Development with a maximum of .5 units per acre.
