Previous Planning Commission action:
At the meeting of the Planning Commission on May 15, 1985, the
following recommendation was made:
The application for Change of Zone No. 84-8 was recommended for
denial. The Negative Declaration for environmental review was
also recommended for denial.

This item has been continued several times since its ori9inal hearin9 on May 8,
1984 pendin9 the completion of the Verdemont Study. At the Plannin9 Commission
meeting of April 9, 1985, the Commission recommended certification of the
Verdemont Study EIR and approved land use alternative number five.
Both the existing General Plan and the Commission approved Verdemont Plan
(alternative number five) do not identify the proposed site for commercial use.
The Verdemont Area Plan discourages strip commercial and sin91e use spot com-
mercial, as proposed, in favor of multi-use neighborhood commercial centers.
Three primary neighborhood commercial sites are identified in the Commission
approved Verdemont Plan (attached).
RECOMMENOA TI ON
The Planning Oepartment recommends denial of Change of Zone No. 84-8, as origi-
nally stated in the staff report dated May 8, 1984.

1. The proposal is to change the land use zoning district from R-3-3600,
Multiple-Family Residential to C-1, Neighborhood Commercial. The subject
property consists of approximately .42 acres located at the northeast corner
of Kendall Drive and Pine Avenue.
2. The site is a portion of a larger parcel consisting of 1.82 acres extending a
total of 616 feet along the east side of Pine Avenue. Parcel Map No. 8468
which appears as item six on this agenda would divide the commercial site
from the remainder parcel in the R-3-3600, Multiple-Family Residential zone.
3. The San Bernardino State College General Plan permits neighborhood con-
venience centers of less than one acre at appropraite locations throughout
the Verdemont area.
4. The Verdemont Area Plan, which is currently in the Committee process,
discourages strip commercial and single use spot commercial in favor of
multi-use neighborhood commercial centers. The Verdemont Area Plan also spe-
cifies that the existing commercially zoned properties be developed first
prior to considering additional commercial zoning in the area.
5. A preliminary sketch of a development plan by staff indicates that the size
and shape of the proposed commercial site is of sufficient area to accom-
modate one or two small commercial businesses of less than 2,250 square feet
total.
6. A small restaurant or deli would require substantially more parking than a
retail store, thereby reducing the potential building size.
7. Pine Avenue is pending realignment to form a 900 intersection with Kendall
Drive as a requirement of the adjacent condominium development to the west
(Tract No. 12146). This realignment will result in the creation of a small
excess triangular portion of street right-of-way that could be vacated and
provide up to 7,500 square feet of additional property when combined to the
subject property, resulting in a more usable rectangular commercial site. If
the existing underground utilities are not relocated, a utility easement
could be retained restricting use to parking and landscaping only.
8. Due to the state highway status of Kendall Drive, vehicular access may be
restricted to Pine Avenue only.

RECOMMENDATION:
The Planning Department recommends denial of the requested Change of Zone No. 84-a
at this time based upon the conclusions of the Verdemont Area Plan which directs
commercial development within the existing undeveloped commercial sites in which
area.
