Hardgrave Public Works/Engineering Subject: Approval of Change Order No. Four -- Contract with San-Val Engineering for HVAC for New Central Library per Plan No. 6463 Date: April 26, 1985 Synopsis of Previous Council action: 5-21-84 --- Resolution No. 84-187 adopted, awarding a contract for HVAC to San-Val Engineering, Inc., for the low bid price of $369,128, comprised of the Base Bid, plus additive alternates No.'s 1 and 3. 4-15-85 --- Change Order No. Two approved changing the ceiling diffusers and relocating air intakes in the atrium, at an increase to the contract cost of $1,639.02, from $369,128.00 to $370,767.02. Mr. Kevin Fisher, Geothermal Resource Engineer for the Water Depart- ment, has suggested that this valve be installed to reduce our operating cost. A copy of the letter from Mr. Fisher, dated 11-7-84, is attached for reference. A copy of the memorandum from Don Rogers, Construction Manager, dated April 24, 1985, is attached. In this memorandum, Mr. Rogers describes each item of work, and recommends that Change Order No. Four be approved. We concur with the recommendation by Mr. Rogers that this change order be approved. The Budget vs. Bid Analysis, dated 12-6-84, included an amount of $5,000.00 for estimated future cost of change orders, to the contract for HVAC. Approval of Change Order No. Four will bring the total amount for change orders up to $2,987.80, which will not invalidate the financial report prepared in December, 1984. , o f I C) 75-0264 -0 ~ o c c ...JDD o MEMORANDUM DATE: April 24, 1985 TO: Roger Hardgrave City of San Bernardino Don Rogers San Bernardino Central Library Bid Package 1t9, HVAC Change Order 1t4 FROM: SUBJECT: Subject, signed change order is attached. The reasons for the changes are: Bulletin 1t6 is to furnish and install automatic three-way tempering valve on geothermal return line per bulletin dated 12/13/84. For your reference we have attached the following: 1. San-Val quote dated 311185. 2. Bulletin 1t6 dated 12/13/84. 3. Water Department letter dated 1117/84. This change was recommended by the Water Department. It will conserve energy in that if the return geothermal water temperature is high enough it will be recirculated through the building. Bulletin 1t7 is to relocate thermostat 1t43 as per bulletin dated 1/7/85. This is being relocated because walls were deleted in BPlt13, Interior, cost reductions. We recommend that this change order be approved. If you need any further information and lor backup, please contact us. Hollins: Per our telephone conversation on November I, 1984 and after a review of the Central City Library plans, I have a suggestion that would make your design less expensive to operate while in the geothermal mode. Please feel free to correct or discuss the following enhancement of your design. C) As it stands now, your system shows geothermal wster being circulated through the building only one time. My suggestion is to allow the geothermal water to loop back into the system if a total strip has not occurred. November 7, 1984 Page Two This process would continue until a heat demand in the building ~ccurred. o A review of your plans shows an auto 3-way by-pass valve, Sheet K-9. If this,valve is for tempering the geothermal water, I feel that if it were installed on the geothermal return, it would be more effective.
