ank you for your correspondence concerning President Reagan's
Year 1986 Budget Proposal to eliminate General Revenue Sharing
funds.
The Fiscal Year 1986 budget process got off to a slow start this
year. Even before President Reagan submitted his budget in February,
the RepUblican Senatorial leadership was working on an alternative.
when the FY 1986 budget finally does emerge, most domestic programs can
expect reductions, partiCUlarly those which affect local communities.
Key programs affected include General Revenue Sharing (GRS), housing
assistance, public transit, employment and training, and most
development programs.
Under Reagan's proposal, federal aid to local communities would
have decreased sharply--by 18 percent--in one year. As a share of the
federal budget, federal assistance to cities and states has already
declined by nearly half since FY 1978, with more reductions planned for
the future. Gov. Deukmejian has already indicated that California
cities and counties should not look to the state for relief.
General Revenue Sharing (GRS) is the largest program for local
communities which has been targetted. The cities and counties serving
the 36th Congressional District receive nearly $30 million in GRS
funds. Elimination or reductions in GRS could result in cuts in police
and fire protection, capital improvements, human services, health, and
sanitation, among others. You may be assured that I will oppose
efforts to reduce or eliminate GRS.

NOTICE OF PROPOSED RATE INCREASE
On December 28. 1984. the Commission issued an Interim Opinion
in this case and established new base rates for customers of ~
Southern California Edison Company based on anticipated operat~

allows affected utilities to offset the impact of inflation on
operating and maintenance expenses, financing costs, and for changes
in utility plant. by means of "attrition" rate relief to be
app1icap1e for those years between rate cases.
The Commission directed that hearings be held in mid-1985 on the
request of Edison for attrition rate relief for 1986 and 1987. The
Company previously included in this case a request for an attrition
allowance for 1986 to be developed through the Attrition Allowance
Methodology. The attrition allowance proposed for 1986 has been
updated to reflect more recent economic and operating conditions.

first time for 1987. Edison is also proposing certain modifications
to the methodology used to determine the attrition allowance.
The following table reflects Edison's proposed increase in base
rate revenues for 1986 and 1987 if Edison's proposals are adopted in
full by the Commission:

The actual amount of the attrition allowance for 1986 and 1987
will be determined in accordance with the methodology eventually
adopted by the Commission and may be higher or lower in each year
than presently estimated. Once the methodology is adopted, Edison
will submit the actual rate levels for 1986 and 1987 to the
Commission according to guidelines established by the Commission in
this proceeding.
