Set forth below are comparable fees charged by other local agencies in our
area for on-site improvements:
1, City of Riverside -- $20 flat fee for on-site private sewers.
2. City of Redlands -- Charge only for paving: $10.00 flat fee for up
to 1,000 square feet, $15 flat fee for up to 5,000 square feet, $25
flat fee for up to 20,000 square feet, $35 flat fee for up to 100,000
square feet, and $50 for 100,000 square feet or more.
3. City of Rialto -- Charge following fees for on-site sewers:
o - 400 feet --- $0.15 per foot
400 - 500 feet --- $60.00 + $0.135 for footage over 400 feet
Over 500 feet ----$7.3.00 + $0.12 for footage over 500 feet

4. City of Hemet ---Charges 2% of estimated construction cost for plan
checking for on-site improvements, Also, 2.5% for on-site permit.
5. County of San Bernardino ---No fees charged for on-site improvements.
On-site plan checking and permit fees are proposed to recover costs incurred
by the Engineering Division for improvements shown on grading plans, Fees
for grading are based upon the quantity of earth moved, and do not reflect
onsite improvements. The proposed fees are 25% of our fees for improvements
installed within public street rights of way. We feel the proposed fees
are reasonable for the additional amount of effort expended in checking and
inspecting on-site improvements.

We have recommended that residential developments, consistthg &f rip to 4
dwelling units, be exempted from these fees.
Many other agencies have not adopted this specific type of fees. However,
most have higher fees in other areas, such as off-site improvements, that
would more than balance out these proposed fees.

As an example, for a typical 20,000 square foot commercial development,
the City of Riverside would charge $990 for checking off-site improvement
plans, while the fee in the City of San Bernardino would be $67.70. Our
total cost for plan checking and permits will still be competitive with
other local agencies in the area.
